ABOUT THE DEPARTMENT

The Office of the County Executive is responsible for implementing the policy direction of the Marin County Board of Supervisors and supporting the effective delivery of public services across 22 departments. The Office leads countywide initiatives and coordinates work that crosses departments, jurisdictions, and sectors.

In 2025, the Board of Supervisors established Community and Economic Vitality as a countywide priority and directed the development of Marin's first comprehensive, regional Economic Vitality Roadmap. The Roadmap brings together the County, Marin's 11 cities and towns, businesses, educational institutions, community organizations, and other partners to develop a shared vision and actionable strategies for Marin's economic future.

The Roadmap will explore opportunities related to vibrant downtown and commercial areas, workforce and housing, small business and entrepreneurship, agriculture and working lands, tourism, arts and culture, innovation, and long-term economic resilience.

The Economic Vitality Analyst is part of the Office of the County Executive's newly established Economic Vitality and Municipal Services Division. Reporting directly to the Director of Economic Vitality and Municipal Services, the Analyst will be dedicated to supporting the County's emerging economic vitality function and the development and implementation of the Economic Vitality Roadmap which was approved by the Board in June 2026.

This is a unique opportunity to help build a new, high-priority County function from the ground up. Working closely with the Director, the Analyst will conduct research and analysis, coordinate projects, support stakeholder engagement, and help develop and implement economic vitality initiatives. The position will work across County departments and extensively with Marin's cities and towns, businesses and business organizations, educational and workforce partners, community-based organizations, and other public and private partners.

The Analyst will be part of a small, collaborative Division that also includes two Municipal Services Managers serving West Marin and Marin City. While those positions lead place-based work within their respective communities, the Economic Vitality Analyst will primarily focus on countywide and regional economic vitality initiatives, working alongside the Municipal Services Managers to ensure that the Roadmap and its implementation reflect the distinct opportunities and priorities of Marin's unincorporated communities.

Key responsibilities for the Analyst may include:

  • Program and project development: Research, develop, and help implement new programs and initiatives emerging from the Roadmap, including preparing project scopes, work plans, analyses, recommendations, and implementation materials.

  • Communications and presentations: Prepare reports, presentations, briefing materials, correspondence, and other materials for the Director, County Executive, Board of Supervisors, advisory groups, partner organizations, and the public.
  • Advisory and stakeholder bodies: Provide staff support for the Economic Vitality Roadmap Advisory Committee and other working groups, including developing meeting materials, conducting follow-up research, coordinating partners, and tracking action items.
  • Economic and policy analysis: Review and analyze economic, demographic, workforce, business, housing, and other data; review consultant analyses and recommendations; research economic development models and best practices; and translate complex information into clear findings and recommendations for County leadership and partners.
  • Roadmap development and implementation: Support development of the Economic Vitality Roadmap and help translate its recommendations into implementation plans, projects, partnerships, timelines, and measurable outcomes. Help develop measures of success, track implementation progress, analyze program outcomes, and prepare updates on the County's economic vitality work.

  • Cross-departmental collaboration: Coordinate with County departments on initiatives that intersect with economic vitality, including housing, workforce development, transportation, planning, climate and sustainability, infrastructure, arts and culture, and community development.
  • Special projects: Take on emerging economic vitality projects and analyses as the County's new function develops.

This position works generally in-person in the historic Frank Lloyd Wright–designed Marin County Civic Center, with flexibility for remote work one day per week.
