Description
The City of Jersey City is seeking a qualified Senior Advisor of Intergovernmental & Community Affairs to support the Mayor’s Office. Under direction of the Chief of Staff, this high-level strategic role is essential to the successful execution of Mayor James Solomon’s policy agenda. The primary mandate of this position is to advance the Mayor’s core priorities by serving as a master bridgebuilder both inside and outside of City Hall.
This role requires sophisticated upward and lateral management. The Senior Advisor does not operate in a silo; they are expected to actively support the Deputy Mayors and department heads by leveraging deep intergovernmental (IGA) networks to clear political hurdles. Success in this role means ensuring that the administration’s goals—from housing justice to infrastructure—are backed by the necessary legislative support, labor buy-in, and community trust. You are the force multiplier who connects the Mayor’s vision to the external power structures required to make that vision a reality.
Job Duties:- Neighborhood Liaison: Maintains a consistent presence at community meetings, neighborhood association briefings, and local events to represent the Mayor’s vision and gather direct feedback on city services.
- Local Legislative Coordination: Works intimately with the Jersey City Municipal Council to shepherd local ordinances through the legislative process and ensure alignment between the executive and legislative branches.
- Constituent Advocacy: Partners with the Office of Constituent Services to identify recurring local issues—such as housing affordability, transit access, or public safety—and translate those concerns into actionable policy at the county and state levels.
- Stakeholder Coalition Management: Builds and manages coalitions involving local non-profits, faith-based leaders, and community activists to support the Mayor’s "People First" agenda.
- Intergovernmental Advocacy: Represents Jersey City’s interests to the Hudson County Board of Commissioners and the State Legislature, with a specific focus on securing resources for local community improvements and workforce development.
- Labor Relations & Outreach: Is the point of contact for local trade unions, public sector unions, and labor councils. Ensures project labor agreements (PLAs) are upheld and advocates fair labor practices across city-backed initiatives.
- Performs other duties as assigned.
- Experience: 7+ years in community organizing, labor relations, or municipal government. Direct experience navigating the unique political and social fabric of Jersey City neighborhoods is highly preferred.
- Education: Bachelor’s degree in Public Policy, Urban Studies, Labor Relations, or a related field.
Scheduled Telework
- Maximum: 1 scheduled telework day per week.
- Must follow a pre-approved schedule in the Telework Application and Agreement.
- Employees keep their normal work hours while teleworking.

- Employees with approved telework agreements may request 1 additional unscheduled telework day per week, subject to Department Director approval and operational needs.
