Overview
We are seeking an experienced Health and Safety Manager to lead and manage all Health, Safety, and Environmental (HSE) activities for a major site supervision consultancy project in Riyadh, Saudi Arabia. The successful candidate will be responsible for developing, implementing, and monitoring comprehensive safety strategies that ensure compliance with project requirements, local regulations, international standards, and industry best practices. The Health and Safety Manager will work closely with the Client, Consultants, Contractors, and regulatory authorities to promote a proactive safety culture and ensure the highest standards of workplace health, safety, and environmental performance throughout all phases of the project.
Your role
- Develop, implement, and maintain the project Health, Safety, and Environmental (HSE) Management Plan.
- Lead all HSE activities across the project and act as the primary point of contact for health and safety matters.
- Ensure compliance with Saudi Arabian regulations, project specifications, international standards, and client HSE requirements.
- Review and approve contractors' HSE plans, risk assessments, method statements, and emergency response procedures.
- Conduct regular site inspections, audits, and safety assessments to identify hazards and verify compliance.
- Monitor contractor safety performance and implement corrective and preventive measures where necessary.
- Lead accident, incident, near-miss, and unsafe condition investigations and ensure effective closure of corrective actions.
- Develop and promote a strong safety culture across the project through awareness campaigns and engagement initiatives.
- Coordinate and chair HSE meetings with project stakeholders and contractors.
- Review and monitor permit-to-work systems for high-risk activities.
- Ensure appropriate controls are implemented for confined space entry, working at height, lifting operations, excavation works, hot works, and electrical safety.
- Monitor environmental compliance and ensure effective management of waste, pollution prevention, dust control, and noise mitigation.
- Conduct emergency preparedness assessments and oversee emergency drills and evacuation exercises.
- Review contractor competency records and verify that personnel have appropriate safety training and certifications.
- Monitor occupational health programs and worker welfare standards.
- Prepare and submit HSE reports, statistics, KPI dashboards, and management presentations.
- Ensure compliance with ISO 45001 Occupational Health and Safety Management System requirements.
- Coordinate with government authorities and regulatory agencies on safety-related matters.
- Support project management teams in identifying and mitigating HSE risks during all project phases.
- Oversee testing, commissioning, and handover safety requirements to ensure safe project completion.
About you
- Bachelor's Degree in Occupational Health and Safety, Environmental Engineering, Civil Engineering, or a related discipline.
- Professional HSE certifications such as NEBOSH International Diploma, NEBOSH IGC, IOSH, CSP, or equivalent.
- Minimum 15+ years of overall experience in Health, Safety, and Environmental management.
- Minimum 8 years of experience in a managerial HSE role on large-scale construction projects.
- Extensive experience on major buildings, hospitality developments, convention centers, mixed-use developments, or infrastructure projects.
- Strong knowledge of Saudi Arabian HSE regulations and GCC construction safety requirements.
- Thorough understanding of ISO 45001, ISO 14001, and international HSE standards.
- Proven experience in contractor HSE management and site supervision consultancy environments.
- Experience implementing behavior-based safety programs and safety culture initiatives.
- Strong knowledge of construction hazards, risk management, and incident investigation methodologies.
- Excellent communication, leadership, and stakeholder management skills.
- Ability to prepare detailed reports and deliver presentations to senior management and clients.
- Proficiency in Microsoft Office and HSE reporting systems.
- Previous experience working in Saudi Arabia or the GCC region is highly preferred.
- Fluency in English is required; Arabic language skills are an advantage.
