EpiC Kyrgyz Republic Health Information Systems Advisor

 

FHI 360 is a non-profit human development organization dedicated to improving lives in lasting ways by advancing integrated, locally driven solutions. We are currently seeking qualified candidates for the position of EpiC Kyrgyz Republic Health Information Systems Advisor. The position will be based in Bishkek, Kyrgyzstan.

 

EpiC  Project Description:

Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Government (USG) that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; improve maternal and child health (MCH), address malaria; and nutrition.  

 

 In 2020, FHI 360 through EpiC launched a new multi-year project in Central Asia being implemented in the Kyrgyz Republic, Republic of Tajikistan and Republic of Kazakhstan. Building on the successes to date in the three countries, EpiC is focusing on expanding HIV case finding in the community, and treatment initiation, adherence, and retention support for people living with HIV (PLHIV).

 

Job description:

The EpiC Kyrgyz Republic Health Information Systems Advisor (hereinafter Advisor) provides strategic and technical leadership for strengthening national health information systems, digital surveillance platforms, interoperability frameworks, and data-driven decision-making processes under the Global Health Security portfolio.

Reporting to the EpiC Kyrgyz Republic Associate Director Technical, the Advisor leads efforts to modernize digital health ecosystems, improve integration and exchange of information across sectors, strengthen data governance and quality systems, and support implementation of sustainable and scalable digital solutions aligned with national priorities and international standards.

The position plays a critical role in advancing integrated surveillance systems, strengthening One Health information exchange, supporting digital transformation initiatives, and ensuring that information generated through health and surveillance systems is effectively used to guide public health policies, programs, and emergency response actions.

 

Key Responsibilities

Strategic leadership and health information systems strengthening

·     Provide strategic and technical leadership for strengthening national health information and disease surveillance systems.

·      Support assessment, modernization, optimization, and sustainability of national HIS architecture.

·      Contribute to development of national digital health strategies, interoperability roadmaps, and implementation plans.

·      Promote scalable, sustainable, and government-owned digital health solutions aligned with national priorities and international best practices.

·      Advise government counterparts and stakeholders on digital health governance, surveillance modernization, and health information system investments.

·      Support institutionalization of digital health initiatives and long-term sustainability planning.


Digital health transformation

·      Lead technical efforts supporting digital transformation of health and surveillance systems.

·      Support development and adoption of electronic reporting systems, digital registries, and information exchange platforms.

·      Promote application of innovative digital tools to improve surveillance, data collection, reporting, analytics, and emergency response.

·      Identify opportunities for introduction of emerging technologies that improve public health decision-making and operational effectiveness.

·      Facilitate digital health coordination among public sector institutions, development partners, and technical organizations.


Interoperability and systems integration

·      Lead activities aimed at strengthening interoperability among national health information systems.

·      Support development of national interoperability frameworks and implementation of international standards.

·      Facilitate integration of surveillance, laboratory, immunization, emergency preparedness, and other relevant information systems.

·      Support development of data exchange mechanisms, APIs, integration services, and governance arrangements.

·      Promote adoption of interoperability standards based on internationally recognized frameworks.

·      Strengthen multisectoral collaboration to ensure secure and efficient exchange of information across health and related sectors.


One Health information systems

·     Support integration of human, animal, and environmental surveillance information systems.

·     Strengthen collaboration among ministries, agencies, and technical institutions responsible for One Health implementation.

·     Develop mechanisms for multisectoral information sharing and coordinated data use.

·     Support establishment of integrated dashboards, analytics platforms, and early warning systems.

·     Promote development and implementation of One Health information governance mechanisms.


Data Governance and Data Quality Assurance

·     Lead development and implementation of data governance frameworks and policies.

·     Strengthen institutional capacities in data stewardship, privacy protection, data security, confidentiality, and responsible data use.

·     Develop and promote standards governing data collection, management, integration, storage, sharing, and reporting.

·     Establish and strengthen data quality assurance systems and quality management processes.

·     Support development of standard operating procedures for data validation, cleaning, verification, and quality control.

·     Conduct or support data quality assessments and audits.

·     Identify root causes of data quality challenges and develop corrective and preventive action plans.

·     Promote a culture of continuous quality improvement within health information systems.


Risk Management, Cybersecurity, and System Resilience

·     Identify risks affecting interoperability, data quality, system sustainability, information security, and institutional adoption.

·     Recommend mitigation strategies and corrective actions to address identified risks.

·     Promote cybersecurity and information security considerations within digital health and surveillance platforms.

·     Support development of resilient information systems capable of functioning during public health emergencies.

·     Advise stakeholders on continuity planning, disaster recovery approaches, and system resilience measures.


Capacity Building and Institutional Strengthening

·    Design and deliver training programs on health information systems, interoperability, data governance, analytics, digital surveillance, and information management.

·     Develop technical guidance documents, user manuals, operational procedures, and training materials.

·     Strengthen capacities of government counterparts, system administrators, data managers, epidemiologists, laboratory personnel, and technical teams.

·     Facilitate peer learning and knowledge exchange among national institutions.

·     Assess effectiveness of capacity-building interventions and adapt approaches based on stakeholder feedback and performance data.


Program Management and Stakeholder Engagement

·     Support development and implementation of annual work plans and technical strategies.

·     Contribute to preparation of project reports, donor deliverables, concept papers, and presentations.

·     Participate in technical working groups, advisory committees, and stakeholder consultations.

·     Coordinate with government agencies, software developers, technical institutions, universities, donors, and implementing partners.

·     Support development of technical scopes of work, procurement specifications, and consultant deliverables as required.

·     Represent the project at national, regional, and international meetings and forums.

·     Performs other duties as assigned.


Qualifications

·     Minimum bachelor’s degree in Health Informatics, Information Systems, Computer Science, Digital Health, Public Health Informatics, Epidemiology, Biostatistics, Data Science, Public Health, or another closely related field. Master's degree preferred.

·     Minimum seven (7) years of progressively responsible experience in health information systems, digital health, disease surveillance, public health informatics, data governance, or related technical fields.

·     Demonstrated experience supporting national or large-scale health information system initiatives.

·     Experience leading interoperability, system integration, or digital transformation programs.

·     Experience working with governmental institutions and donor-funded projects.

·     Experience supporting monitoring and evaluation systems and strengthening use of data for decision-making.

·     Experience with data governance, quality assurance, and information management frameworks.

·     Experience strengthening institutional capacities and supporting organizational change.

·     Experience supporting Global Health Security, One Health, emergency preparedness, or public health surveillance initiatives is strongly preferred.

·     English and Russian language fluency required; knowledge of Kyrgyz is an advantage.

 

Travel Requirements:

  • 30% within the Kyrgyz Republic.

The expected hiring salary range for this role is indexed to USD 21,000 - 30,000 for annual basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget.  For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
