Field Supervisor - Code Enforcement

The City of Sugar Land is seeking a Code Enforcement Field Supervisor in the Public Works Department. 

In this role, you will schedule, coordinate, and supervise field activities, including onsite inspections of occupied and vacant residential and commercial properties. You’ll help ensure properties comply with the City’s Ordinances, Development Code, and adopted ICC codes, while providing guidance and support to Code Enforcement Officers in the field.

What We Pay

The Code Enforcement Field Supervisor is an exempt position with a starting salary of $74,422 - $85,592 annually.

What You’ll Do as the Code Enforcement Field Supervisor:

• Research and collect data required to assist management in the development of program plans.
• Regularly communicate with leadership to ensure City regulations are being enforced in a manner consistent with the City’s priorities. Provide comprehensive updates to the Code Compliance Manager and discuss modifications to establish Standard Operating Procedures prior to implementation.
• Conduct monthly audits of the Code open case log addressing aged cases (older than 30 days) with the Officers. Ensuring inspections are conducted on time and documentation entered into the case file as appropriate.
• Conduct onsite investigations of violations of the Sugar Land Development Code, the Sugar Land Code of Ordinances, the International Property Maintenance Code, and the International Swimming Pool & Spa Code and issue appropriate notices for identified violations as needed.
• Conduct annual inspections of public swimming pools. Provide chemical abatement treatment on nuisance pools as necessary.  
• Provide oversight and guidance to Code Officers on complex field inspections.
• Oversee the issuance of Code non-compliance warnings and court citations to ensure staff are progressing in the enforcement of regulations in a timely manner.
• Provide leadership for the Code Enforcement Division, including all operations, assigned staff, vehicles/equipment, and materials/supplies. Oversee division performance measures, strategic projects, and other initiatives. 
• Provide direction and supervision to Code staff including but not limited to defining duties and responsibilities to fulfill established service level expectations and division goals and objectives. 
• Respond to Open Record Requests and prepare reports, research and collect information. 
• Regular attendance is an essential function of this position.   Required to work as an essential employee before, during and after an emergency or disaster, whether natural or acts of war.
• Stay abreast of, and comply with, all City and departmental policies and procedures. 
• Performs other duties and responsibilities as assigned by Director or his/her designee. 

What You Bring:

Formal Education:

• High School Diploma or GED Certificate required. 

Relatable Work Experience:

• Four (4) years of progressively responsible government experience in a related field with at least two years of supervisory experience.

Training (License and/or Certification):

• Valid Texas Class “C” Driver License
• Registered as a Code Enforcement Officer in the State of Texas
• Swimming Pool/Spa Operator Certification or must obtain within 6 months of employment.
• Code Enforcement Officer II Certification (State of Texas) or must obtain within 6 months of employment.
