The Community Relations Technician is an hourly position that supports the Town of Frisco government and community through positive, proactive interaction with community members and guests to help them understand Town goals, expectations, and Code, with education and voluntary compliance emphasized, and appropriate enforcement pursued when necessary. This role is a part of the Administration Department, as a non-sworn/civilian position, and does not report to the Police Department. Under the supervision of the Town Clerk, the Community Relations Technician is responsible for enforcement of Municipal governing functions such as, but not limited to: short-term rental complaints, business licensing c, public nuisances such as trash, noise, abandoned vehicles, and property, water bill noticing, and development standards. The Community Relations Technician performs general supportive functions to meet the needs of the community, with a heavy focus on building relationships between the Town government and the community it serves. This position often acts as a point of contact for the general public for large-scale projects or ongoing Town matters.

*wage offer based on specific job experience and educationEssential Functions- Performs proactive and responsive municipal code enforcement by regularly walking and monitoring commercial business areas, including Main Street and Summit Boulevard, and visiting other areas of the Town to identify, investigate, document, and address potential violations of Municipal Code, including short-term rental complaints, business licensing, public nuisances such as trash, noise, abandoned vehicles, and property, water bill noticing, and development standards.
- Interprets, applies, and enforces applicable provisions of Municipal Code and related regulations within the authority and scope of the position; receives complaints from the general public, identifies and investigates potential violations, communicates requirements, educates community members, and pursues appropriate compliance in accordance with established policies, procedures, enforcement practices, and applicable law.
- Engages with community members, business owners, property owners, and other stakeholders in professional and diplomatic interactions to explain Town requirements, address concerns, resolve conflicts, encourage voluntary compliance, and build positive relationships between the Town and the community.
- Conducts code enforcement follow-up and compliance activities, including phone calls, emails, site visits, meetings, warnings, documentation, and, when appropriate, citations or other formal enforcement actions.
- Prepares, maintains, and updates accurate reports, records, photographs, activity documentation, correspondence, and contacts using CommunityCore, Microsoft suite, and other required software systems, consistent with established policies, procedures, formats, and timelines.
- Uses multiple software systems and technology platforms to research Municipal Code and related information; document enforcement activities; maintain records; communicate with internal departments and external stakeholders; and track complaints, cases, and compliance activities.
- Responds to and investigates complaints and reported code violations, gathering relevant information, conducting site observations, communicating with involved parties, documenting findings, and coordinating with appropriate Town staff or outside parties as needed.
- Works independently in the field and prioritizes workload to respond to complaints, conduct proactive enforcement activities, complete follow-up, and meet established deadlines while seeking guidance from the supervisor when circumstances or expectations are unclear.
- Elicits cooperation, manages difficult or sensitive interactions, and resolves conflict using sound judgment, professionalism, diplomacy, and effective communication.
- Maintains confidentiality and appropriately handles sensitive information obtained through code enforcement activities, complaints, investigations, and interactions with the public.
Marginal Duties- Partners with all Town staff, especially Administration, Police, Public Works, and Community Development department staff, as appropriate, with investigations, complaints, and special projects.
- Assists with Right-of-Way permit matters.
- Assists with water restriction complaints.
- Facilitates water shut-off noticing.
- Assists with parking-related complaints in partnership with the parking enforcement vendor.
- Assists with liquor, tobacco, and marijuana licensed establishment compliance checks, as assigned.
- Assists with other initiatives of the Town Manager's Office, as assigned.
- Provide general assistance to Town Clerk during Municipal Elections, as assigned.
- Develops, coordinates, participates in, and facilitates community assistance and educational programs.
- Serves as a point of contact for large-scale projects or ongoing Town matters, as assigned.
