Federal Background Investigator
Location: Washington, DC (Remote work is not available)
Schedule: Monday through Friday, 7:00 AM to 5:00 PM EST
NOTE: This position is in the RFP stage.
Position Overview
We are seeking an experienced Federal Background Investigator with a minimum of 15 years of investigative experience supporting complex federal investigations. The ideal candidate will possess extensive experience conducting both domestic and international investigations, audits, inspections, and evaluations involving allegations of waste, fraud, abuse, misconduct, and other activities affecting government programs and operations.
The selected investigator will provide critical investigative support on ongoing and emerging matters, including domestic and international projects, coordination with law enforcement and oversight organizations, and litigation-related activities. This role requires strong analytical, research, interviewing, and report-writing skills, as well as the ability to manage sensitive information in a highly professional and confidential manner.
Key Responsibilities
- Plan and execute investigative activities in coordination with agency personnel, including the development of investigative strategies, approaches, and theories.
- Conduct comprehensive background investigations and open-source research to identify relevant individuals, organizations, records, and other potential sources of evidence.
- Support interview planning and preparation by developing lines of inquiry, evidence-gathering strategies, and interview objectives.
- Conduct or support interviews of witnesses, subjects, victims, cooperators, and other authorized individuals.
- Review, analyze, and assess documentary and digital evidence, including:
- Emails and electronic communications
- Chat and messaging records
- Telephone and telecommunications records
- Internet service provider information
- Procurement and bid documentation
- Court filings and transcripts
- Corporate and merger filings
- Other evidentiary materials as assigned
- Prepare clear, accurate, and comprehensive investigative products, including interview reports, narrative summaries, affidavits, and other case documentation.
- Assist and collaborate with federal, state, local, and international partners participating in joint investigations, as authorized by the agency.
- Maintain thorough documentation and records in accordance with agency policies, investigative standards, and legal requirements.
Required Qualifications
- Minimum of fifteen (15) years of experience conducting complex civil and/or criminal investigations.
- Demonstrated experience supporting investigations involving fraud, waste, abuse, misconduct, corruption, or other government oversight matters.
- Experience conducting domestic and international investigative activities.
- Strong analytical, research, interviewing, and report-writing skills.
- Bachelor's degree from an accredited institution.
- Ability to meet all applicable citizenship, confidentiality, and security requirements associated with federal investigative work.
Preferred Qualifications
- White-collar crime investigative experience.
- Experience supporting Inspector General, oversight, regulatory, law enforcement, or similar investigative organizations.
- Familiarity with litigation support and evidence management practices.
- Experience coordinating with multiple government agencies and law enforcement partners.
Security Requirements
The selected candidate must successfully complete the required background investigation before performing work under the contract. An active and favorable Public Trust, Top Secret clearance, or equivalent adjudicated federal clearance may satisfy this requirement, subject to agency review and approval.
