Description
Under general supervision and in accordance with established procedures positions in this advanced journey classification perform the more complex duties concerned with the preparation, processing, review and maintenance of statistical, financial, payroll or other records; compile, investigate, verify from a variety of sources numerical or financial information such as attendance and time distribution, records, payrolls, invoices, expense claims, accounts payables and receivables; may prepare entries for the finance system; may perform some lead duties and other related work as required.
DISTINGUISHING CHARACTERISTICS Fiscal Assistant II, the second class in the series of three classes, is the advanced journey level independently responsible for the more difficult or complex statistical or financial records which require initiative, judgment, some analysis and a broad knowledge and understanding of departmental record procedures. Incumbents may instruct court employees on fiscal procedures based on their own departmental experience and job duties. They also may act in a lead capacity, train new Fiscal Assistants I/IIs and act in place of the Fiscal Assistant III when temporary relief is needed due to vacation, illness or other absence. This class is distinguished from the Fiscal Assistant III which is a senior level in that Fiscal Assistant III has full lead responsibility and performs duties that require some analysis, evaluation and interpretation based on a broad general knowledge of accounting principles. There is no automatic promotion from Fiscal Assistant II to Fiscal Assistant III. The Court reserves the right to determine the number of positions in each class of the series needed to perform the necessary work.Positions in this class may perform any or all of the below listed duties. These should be interpreted as examples of the work and are not necessarily all-inclusive.
1. Research, analyze and evaluate financial and statistical and operational data; answer questions that involve searching for and abstracting financial and statistical data and explaining policies and procedures.
2. Participate in and may oversee the posting of financial and statistical information to logs, journals, ledgers and other records; review source documents to ensure accuracy; assign proper account codes as needed.
3. Prepare financial reports including periodic summaries of transactions including trial balances, worksheets and financial statements.
4. Examine, reconcile and adjust accounting records; identify and resolve problems and make corrective entries.
5. Participate in the biweekly payroll process ensuring timely completion and validation of pay data prior to submission of final payroll; may enter adjustments as noted by Human Resources and/or approved timesheet adjustments; in coordination with Human Resources create manual checks as needed for terminated employees; respond to inquiries regarding payroll; maintain confidentiality of individual employees' personal and payroll information.
6. Review and verify financial transactions to determine distribution of expenditures, payments and other data; post various financial transactions to accounts, journals and ledgers utilizing automated or manual systems including Excel spreadsheets.
7. Maintain appropriation, expenditure, revenue records including monitoring budget units, contracts and various accounts and checking and balancing records for arithmetic errors, correct budget codes and preparing forms to transfer funds.
8. Assist management in the analysis of statistical and financial data and in preparing special reports using custom queries and/or drawing information from various sources.
9. May prepare requisitions and process payment authorizations.
10. Interpret and apply detailed and extensive instructions in deciding on an action to take on a variety of complex problems in a specialized area or problems related to input and output of data requiring research through a variety of records.
11. Use computerized and/or manual systems to enter and retrieve data, query, and pull reports.
12. Act as fiscal representative when required with both Operations and Technology to properly assign or modify codes in the case management system; assist with testing of new or modified programs.
13. May train and monitor work of Fiscal Assistant I as required by the supervisor; provide feedback to the supervisor regarding work product of the employees whose work is being monitored; assist with cross training other fiscal employees to effectively perform duties with which the employee is proficient.
14. Provide technical direction, as needed and as related to the core duties of the position, to other employees including reviewing work for completeness, accuracy and adherence to procedure.
15. Assist the Fiscal Assistant III and supervisor with periodic auditing of employees in Operations to ensure compliance with Finance rules and Court policy.
16. Act as a final check or expert on records or procedures for employees, departments or the public within the core responsibilities of the position.
17. Act in place of the Fiscal Assistant III when temporary relief is needed.The knowledge and skills listed above may be acquired through various types of experience, education, or training, typically:

10. Reconcile differences within the record keeping system using arithmetic skills and understanding of the record keeping system and related transactions.

12. Establish and maintain cooperative relationships with the Court employees, the public and others contracted in the course of work.
13. Operate standard office equipment including 10-key calculator and computer.
14. Effectively use Microsoft Excel to maintain and/or create spreadsheets for recording and reporting data.
15. Perform complex mathematical calculations quickly and accurately. 16. Assist, as appropriate and as needed, supervisors and/or managers in documenting business processes and tasks associated with the Fiscal Assistant II's responsibilities.

EDUCATION AND EXPERIENCE:

Completion of a minimum of 30 semester units in finance, business, accounting or related field,
plus
A minimum of one (1) year of experience equivalent to that of a Fiscal Assistant I in a government setting. One additional year of experience may be substituted for half of the required education at the Court's discretion.
- One additional year of experience may be substituted for half of the required education at the Court’s discretion.
- A Bachelor’s degree in Business Administration may be substituted for one year of experience working at a level equivalent to a Fiscal Assistant I.
- Two years of work experience in a Superior Court of California may be substituted for one year of experience working at a level equivalent to a Fiscal Assistant I.
- Two years of work experience in a Superior Court of California at the position of Fiscal Assistant I may be substituted to fully meet the minimum qualifications.
