Position Title: CPIE & GBV Case Manager (Baidoa)
Reporting To: CP/GBVIM Primero Coordinator
Contracting Durations – 5 Months
Location: Baidoa-Southwest
Position Summary
The GBV and Child Protection (CP) Case Manager supports the implementation and day-to-day delivery of gender-based violence and child protection prevention, response, and case management activities within a UNICEF-supported child protection programme. This is an implementation and operations-focused role, not a programme design position: the Case Manager carries out established prevention and awareness activities, and at the core of the role, reviews and quality-checks case work in the Primero case management system, approving cases submitted by case workers and assigning, transferring, and referring cases. The Case Manager works closely with the case workers, protection officer, and local civil society organizations and service providers to support referral pathways, case data quality, and community-based protection systems.
Key Responsibilities
Programme Implementation Support
- Support the implementation of the project's existing GBV and child protection prevention and response activities in line with approved strategies, guidelines, and workplans.
- Help ensure GBV and child protection measures are consistently applied in the day-to-day delivery of project activities, in line with established guidance and standard operating procedures.
- Review educational materials, curricula, and training content to confirm they are gender- and child-sensitive and inclusive, flagging any concerns to the technical staff.
Prevention and Community Awareness
- Deliver awareness-raising sessions and campaigns on GBV, child protection, women's and children's rights, and gender equality, using approved project materials, targeting both project participants and the broader community.
- Organize and conduct community sensitization sessions to address harmful social norms and attitudes that perpetuate GBV and violence against children, including child marriage, child labor, and corporal punishment.
- Engage children, parents, caregivers, and community leaders in age-appropriate awareness activities that promote child well-being and protection.
Case Management, Referral and Survivor/Child Support
- Work closely with local organizations, service providers, and authorities to maintain referral pathways and ensure access to essential services for GBV survivors and children at risk, including legal, health, psychosocial, and child welfare services.
- Follow established confidential, child-friendly reporting and support procedures, ensuring survivors and children feel safe when disclosing incidents.
- Provide direct support to survivors and children, including psychological first aid and age-appropriate psychosocial support, with timely referral to specialized services.
- Identify and respond to child protection concerns including unaccompanied and separated children, abuse, neglect, and exploitation in accordance with the best interests of the child.
- Monitor and track the response to GBV and child protection incidents, ensuring cases are addressed in a timely, appropriate, and survivor/child-centered manner, with informed consent or assent at every stage.
Primero Case Management System Oversight
- Ensure that all cases entered into the Primero case management system meet required data quality, completeness, and confidentiality standards.
- Review and approve cases submitted by case workers in Primero, verifying that documentation, case plans, and actions taken meet case management standards before a case progresses or closes.
- Assign new and reassigned cases to case workers in Primero based on caseload, specialization, geographic coverage, and the best interests of the child or survivor.
- Transfer cases within Primero across case workers, teams, or partner agencies as needed, ensuring continuity of care and a complete, accurate case history.
- Process and track referrals within Primero to relevant service providers, including health, legal, psychosocial, education, and other child protection and GBV actors, and follow up to confirm services were received.
- Conduct regular case file audits and spot checks in Primero, providing feedback and coaching to case workers to improve case documentation and case management practice.
- Manage Primero user access, case assignments, and information-sharing in line with confidentiality, data protection, and inter-agency information-sharing protocols (CPIMS+/GBVIMS+ standards).
- Generate case management reports and statistics from Primero to support programme monitoring, quality assurance, and donor reporting, including reporting to UNICEF.
Capacity Building and Training
- Support the development of training programmes for project staff, trainers, and community members on GBV and child protection prevention, response, and survivor/child support.
- Build the capacity of local stakeholders, including teachers, facilitators, and community leaders, to respond to GBV and child protection disclosures, apply child safeguarding practices, and support survivors and children.
- Ensure project staff and local partners are equipped with the skills and knowledge to identify and respond to GBV and child protection concerns effectively and sensitively.
- Conduct training on GBV- and child protection-related topics, including legal rights, reproductive health, child rights, and gender equality, for beneficiaries and community leaders.
Coordination and Partnership
- Establish and maintain relationships with local GBV and child protection service providers, health facilities, and legal institutions to strengthen referral and response systems.
- Participate in local and national GBV and Child Protection coordination meetings/sub-clusters, ensuring the programme adheres to national standards and UNICEF best practices.
Monitoring, Reporting and Documentation
- Use existing monitoring tools and templates to track the effectiveness of GBV and child protection activities, feeding lessons learned back to the Case Management coordinator for continuous improvement.
- Ensure all GBV- and CP-related incidents and activities are documented, with regular reports submitted to the Program Manager on outcomes, impact, and recommendations.
- Provide regular reports on GBV and CP activities and Primero case data to Case management coordinator, ensuring compliance with programme timelines and deliverables.
- Contribute to regular assessments of GBV- and child protection-related risks and flag opportunities to strengthen the programme's activities to the Program Manager.
Safeguarding and Accountability
- Ensure all project activities comply with safeguarding standards, protecting beneficiaries particularly women, girls, and children from exploitation, abuse, or neglect.
- Apply and reinforce the organization's safeguarding and child protection policies and procedures, including child-friendly reporting mechanisms, ensuring staff and beneficiaries understand accountability and protection protocols.
- Oversee the safe and confidential handling of GBV- and CP-related information, maintaining privacy and the dignity of survivors and children in line with the "do no harm" principle and the best interests of the child.
Qualifications and Experience
- Bachelor’s degree in social work, Psychology, Gender Studies, Development Studies, or a related field (a relevant diploma with significant relevant experience will also be considered).
- Minimum of 3 years' hands-on experience in GBV and/or child protection case management, case work, or frontline response, preferably in humanitarian or development settings.
- Demonstrated experience using the Primero case management system, or a similar case management information system (e.g., CPIMS+/GBVIMS+); strong preference for candidates with direct Primero experience.
- Experience delivering community awareness, sensitization, or training sessions on GBV, child protection, or gender equality using existing materials and curricula.
- Working knowledge of the GBV Guiding Principles, case management standards, and Inter-Agency Minimum Standards for Child Protection in Humanitarian Action.
- Experience working within Somalia/Federal Member State contexts strongly preferred.
Skills and Competencies
- Strong understanding of survivor-centered and child-centered approaches, confidentiality, and informed consent/assent principles.
- Excellent interpersonal, facilitation, and training skills, with the ability to engage sensitively with survivors, children, and community stakeholders.
- Strong written and verbal communication skills, including report writing.
- Ability to build and maintain effective referral networks and partnerships with local service providers and authorities.
- Strong organizational skills and ability to manage sensitive information with discretion.
- Cultural sensitivity and demonstrated commitment to gender equality, child rights, and inclusion.
- Fluency in Somali and English (spoken and written) required.
