The incumbent for this position oversees the operations of county contractors responsible for providing services such as, lawn maintenance, pest control, janitorial, security, elevator services and/or similar services to county facilities; and may assist in the development of contract specifications and review and analyze contracts and related documents to determine appropriate service levels and to assure contractor compliance with contract requirements. The General Services Contract Specialist acts as liaison between the occupants of County buildings and the contractor and resolves any complaints or issues, writes detailed inspection reports outlining any deficiencies in service levels and appropriate corrective actions, interprets contract contents to contractors, and prepares draft contract specifications and recommends contract changes based on observable needs. Work is performed under the general supervision of the General Services Manager

Essential Functions
- Reads and analyzes moderately complex contracts.
- Researches and prepares draft contract specifications.
- Travels throughout the County to monitor contractor’s progress and performance to ensure services conform to the contract requirements.
- Prepares detailed, written inspection reports on deficient quality and frequency levels of contractor services and recommends corrective actions.
- Prepares directive letters/emails to contractors regarding contract compliance.
- Interprets contract requirements to contractors, building tenants, and department staff.
- May participate in pre-award contract briefings, pre-award analysis of contractor's bid proposals, and post-award contractor meetings.
- Investigates and resolves county building tenant complaints regarding contractor services.
- Recommends contract changes to supervisor and/or Contracts Compliance Officer based on observable needs.
- Analyzes contracts to determine requirements and develops a list of items to be checked during inspections to ensure compliance.
- Assists in investigating and responding to citizen concerns.
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
- Provides contractors with access to county facilities, equipment, and public information.
- During emergencies, all employees are considered essential personnel and may be required to perform alternate duties.

- Associate’s degree and 3 years’ experience in building maintenance or related area.
- Must possess a valid Florida driver's license.
- Comparable experience, education, and training may be substituted for the minimum qualifications.

- Working knowledge of trades, building systems, housekeeping, grounds, maintenance/repair procedures and inventory systems.
- Ability to communicate clearly and concisely, both orally and in writing, and to draft correspondence independently.
- Ability to coordinate contracts and leases, and to prepare and recommend long- range plans.
- Excellent computer skills with knowledge of Microsoft Office including Excel spreadsheets, Word, and Power Point.
- Sufficient strength and physical dexterity to perform duties and responsibilities of this job, including heavy lifting.
- Ability to establish and maintain positive and harmonious working relationships with the public, employees, and public officials.
