The Engineering Technician I – Utility System Planning, Water Resources position plays a vital role in supporting the planning, analysis, mapping, and coordination of the City’s water utility systems. This position combines technical engineering support, GIS mapping, field investigations, customer coordination, and infrastructure data management to help ensure reliable utility service for residents and businesses across Wichita. Working alongside engineers, developers, contractors, and utility professionals, this role contributes directly to long-term water system planning, development review, utility asset management, and infrastructure improvement initiatives. The ideal candidate thrives in a fast-paced technical environment, values accuracy and problem-solving, and enjoys balancing office-based analysis with field-based project support. Every project completed in this role helps strengthen critical public infrastructure that keeps Wichita moving.

Workdays and Hours - Monday - Friday 8:00am - 5:00pm

  • Perform computations and calculations required in plan preparation and cost estimation.
  • Review new plats and lot splits for easements and main benefit fee requirements.
  • Serve as advisory staff for Subdivision Committee.
  • Quote tap/connection fees for customers and collect payments.
  • Handle phone requests for utility information, Kansas One-Call or utility services.
  • Field inspection which may include hydrant flow/pressure tests, site visits and customer complaint investigation.
  • Maintain various data and GIS layers electronically.
  • Maintain, update and verify information in work and asset management software, Geographical and Customer Information Systems and other computer programs as required.

  • Other related duties may be assigned as needed.
  •  Working knowledge of principles and practices of civil engineering.
  •  Ability to create exhibits and edit geo-databases using ArcMap software and GIS tools.
  •  Skill in making engineering computations, estimates and designs, and in preparing plans and specifications.
  •  Skill in writing reports and preparing cost estimates.
  •  Ability to read and interpret construction plans.
  •  Ability to share files and communicate electronically.
  •  Ability to lean and reach as needed to read and interpret plans and specifications from a print that may be as large as 36 by 48 inches with information printed as small as 20 characters per inch.
  •  Ability to traverse uneven terrain, climb steps or ladders, bend up and down, and get on one knee to take measurements.
  •  Ability to walk constantly for up to two hours.
  •  Ability to work outdoors in inclement weather conditions.
  •  For water system valve manipulation and hydrant flow testing, ability to lift and carry bulky objects which weigh up to 25 lbs.
  •  Ability to develop and maintain effective working relationships with associates, representatives of other organizations, and the public.
  •  Ability to communicate clearly and effectively, both orally and in writing.
  •  Ability to acquire and maintain a valid Kansas driver's license.
  •  An employee shall not pose a direct threat to the health or safety of other individuals in the workplace.
Required Experience and Training

  • Four (4) years of subprofessional engineering experience including utility plan review, engineering calculations, GIS mapping, utility record maintenance, field inspections, construction plan interpretation, utility coordination, and infrastructure data management for water, wastewater, stormwater, public works, or civil infrastructure systems.  OR Associate degree in Civil Engineering Technology, Engineering Technology, GIS Technology, or Construction Technology from an accredited college or technical institution and two years of sub professional engineering experience.
  •  A valid Kansas Driver’s License.
  • Must be legally authorized to work in the United States without the need of a sponsorship.  

Preferred Experience and Training

  • Two (2) years' experience evaluating infrastructure project plans or completed work for compliance with ordinances, applicable codes, and engineering standards.
