[What the role is]

You will play a key role in managing the Rapid Transit Systems (RTS) assets to ensure optimum performance and quality of the asset through comprehensive monitoring the condition, whole system life cycle management in making trade-off decisions to optimize the useful life versus life extension or timely renewal of assets. You will be the LTA’s gate-keeper responsible to maintain and uphold the high reliability and availability of the Singapore MRT / LRT systems. Working closely with Public Transport Operators (PTOs) and various LTA divisions including Engineering, Projects, Finance, Procurement and Policy, you will develop renewal plans and strategies, secure funding approvals and oversee the successful implementation of asset renewal programmes.
As a team leader, you will provide leadership and guidance to officers, foster collaboration across stakeholders, and champion continuous improvement and innovation in renewal planning practices.

[What you will be working on]

You will lead and manage the team to develop asset replacement plan, manage replacements and ensure sustainability for next 30 years with the following key focuses.

  • Prepare, submit and seek approval on funding for asset replacement projects to ensure timely implementation of the asset replacement and renewal projects

  • Coordinate asset replacement/renewal projects to ensure timely implementation of replacement/renewal projects

  • Develop and manage master asset replacement plan to ensure realistic cash flow and utilization

  • Develop, manage and monitor MYC (multiyear cash flow) submissions

  • Ensure processes required for asset renewal developed for implementation

[What we are looking for]

  • Knowledge in Electrical & Electronic Engineering, Mechanical Engineering, Systems Engineering, Rail Engineering, Civil Engineering, Building Engineering, Facilities Management, Asset Management or other relevant disciplines.
  • At least 5 years of supervisory, managerial or leadership experience.
  • Preferably with relevant railway systems experience, particularly in Renewal Planning, Rolling Stock, Signalling, Communications, Power, Control or Infrastructure systems.
  • Strong strategic thinking and analytical skills, with the ability to translate technical insights into long-term asset renewal strategies.
  • Demonstrated leadership capability in leading teams, managing stakeholders and driving cross-functional initiatives.
  • Strong communication, interpersonal and influencing skills, with the ability to engage effectively with senior management, PTOs and diverse stakeholders.
  • Experience in programme budgeting, lifecycle cost analysis, business case development, asset management or project governance will be an advantage.
  • Self-motivated, resourceful and able to work independently while leading teams in a dynamic environment.
  • Demonstrates professionalism, integrity, accountability and sound judgement in decision-making.
  • Possesses a growth mindset and a strong commitment to developing people, fostering teamwork and driving organisational excellence.
