Winter Shelter Program Manager

We are heading into the fourth season of the Lincoln County Community Shelter and Resource Center and we are searching for a Winter Shelter Program Manager to take the lead in moving the shelter program forward to better serve some of the most vulnerable people in our community. 

The shelter is currently scheduled to be open November through April. 

The person in this role will oversee the development and operation of a nightly winter shelter program for unhoused individuals. Work closely with Department Director, other County departments, city officials, tribal representatives, community-based organizations, churches, and community volunteers. Work closely with community groups to recruit and train volunteers, recruit, and train part time staff, identify venues, secure donations for shelter operations, develop policies and procedures for shelter operations, collect and report utilization and related data, and secure continuation funding through grant writing and fund raising. This role is also responsible for coordinating daily operations including meals, shower services, cleaning and laundry services, clerical duties, data collection and entry, assisting clients with navigation to resources, and other special projects as needed. Working with a diverse population with a high level of complexity. Exercising considerable professional judgement in the care of clients within established standards and limits of professional responsibility.

$84,250.00 - $113,226.00 annually*

Oversee Program Management:  Manage and supervise the winter shelter program in two locations in the County (Newport and Lincoln City), ensuring safety, quality, and compliance with County policies and procedures. Work with churches, non-profits, and community organizations to provide essential services and supplies to the participants, such as showers, food, snacks, recreational activities, toiletries, etc. Provide strategic leadership for donations and food programs to support Winter Shelter Program. Develop and implement policies and procedures for shelter operations, including intake, screening, referral, case management, crisis intervention, and exit planning. Monitor and evaluate the effectiveness, outcomes, and impact of the shelter program, collecting and analyzing data and prepare reports and recommendations. Communicate and collaborate with internal and external stakeholders, including County officials, city leaders, tribal representatives, non-profit organizations, community groups, County jail, County Probation and Parole, Lincoln County Transit, local law enforcement, Mental Health Crisis Response Team, and the public. Contract with needed organizations to secure staff for program operations. Contract with non-profit(s) and/or faith-based organizations to secure venue space. Draft MOUs with community partners, as needed. Manage and account for supplies and furnishings secured for the Winter Shelter Program. Advocate for the needs and rights of unhoused individuals and promote awareness and education on homelessness issues in the County. Provide or coordinate support services, such as case management, referrals, advocacy, crisis intervention, and outreach. Develop systems for data collection as required by funding sources. With County and community partners to develop referral pathways to ensure clients can access services and resource supports. Develop, implement and oversee emergency preparedness plan for Winter Shelter Program, ensuring integration with department and county wide emergency plans. Develop and manage medical program for Winter Shelter Program. Remain upraised of legislation that may impact the Winter Shelter Program. Analyze impact to ensure departmental compliance with statutory responsibilities, state administrative rules, and related contracts. Direct Quality Improvement plans, processes, and evaluations, and report results to the shelter committee and relevant service providers.  Team Management and Development:  Recruit, train, and evaluate shelter staff and volunteers. Supervise, support, and determine work assignments for program staff. Direct work performance of assigned staff, conduct performance evaluations, and promote and facilitate workforce development. Provide strategic leadership for staff and volunteers. Address personnel issues to promote a productive and supportive work environment. Program Budget: Manage the budget and financial resources of the shelter program, ensuring accountability and transparency. Review monthly financial reports to ensure expenditures and revenues align with budget targets and initiate programmatic adjustments to maintain operational standards. Conduct comprehensive assessment of County needs, program goals, projected local revenue, and state and federal funding requests.  Identify and pursue funding opportunities and grants to support the shelter program and its sustainability. Prepare grant applications and narratives as necessary. Coordinate daily program support: Provide program coordination, such as: cleaning, site upkeep, laundry, meals, showers, and supportive services. Facilitate access to guests or clients with laundry and showers. Ensure a safe, clean, and welcoming environment for shelter clients, guests, and staff. Provide client engagement and assistance, including answering the telephone, monitoring client and facility safety. Work with support staff regarding follow-up to services, assisting with meal preparation and distribution. Inventory and maintain supplies, including kitchen and cleaning supplies (bleach, gloves, masks, etc.) Open and distribute incoming mail, handle outgoing mail. Employ de-escalation techniques and make quick decisions in response to guest or client incidents. Ensure shelter is adequately staffed when open and fill-in if scheduled as needed. Other functions: Assist clients with navigation to resources, general data entry, and other special projects as needed. Attend and engage in required annual trainings. May be assigned other responsibilities that further program goals and objectives. Respond to public inquiries regarding available services and address complaints or questions related to county programs.

EDUCATION
Bachelor’ Degree in a social services area.

EXPERIENCE
Two years of work experience with disadvantaged/disenfranchised populations that includes exposure to individuals who are unhoused.

Any satisfactory combination of education and experience and training that clearly demonstrates the ability to perform the work as determined by the County. 

Driver’s License 
Oregon Driver's License required within 30 days of hire.

Desirable Qualifications:
Bilingual and/or bicultural competencies for the Latino population are preferred.

Knowledge of/Ability to:

• Working with unhoused populations or in a shelter setting.
• Working in everchanging situations and identifying client needs.
• Appropriate grants management software or ability to learn applicable software.
• Knowledge and understanding of proposal and grant writing procedures and requirements. 
• Budget policies/procedures. Knowledge of methods/procedures for research/statistical analysis and ability to apply them. 
• Specialized knowledge including policies, procedures, and regulations of major federal and state funding agencies, as well as grant accounting procedures.
• Possess a thorough knowledge of public relation skills and relationship building techniques. 
• Specialized abilities include ability to plan, organize, coordinate and perform the functions of grant administration from a variety of sources. Ability to research and evaluate the policies of funders and to develop creative solutions. 
• Build strong relationships with the finance department, external agencies, and funders. 
• Prepare reports, budgets, and keep records.
• Crisis intervention, safety planning, and client intake.
• Maintain confidential information.
• Demonstrate tact, diplomacy, and empathy when communicating formally and informally with clients, staff, program partners and community collaborators.
• Work effectively with diverse populations, including unhoused individuals, staff, volunteers, partner agencies, government officials, and the public.
