We have an opening for a Strategic Programs and Investments Manager, Associate Director in support of the Medium Range Air Defense (MRAD) portfolio, with products including the Sentinel Radar, the National Advanced Surface‑to‑Air Missile System (NASAMS) Program, and the Homing All the Way Killer (HAWK) system. The primary role will be to oversee and manage strategic programs, investments, and initiatives that align with the organization's long‑term goals. This position requires close collaboration across functions and across businesses to ensure growth initiatives are executed effectively, technically grounded, aligned with organizational objectives, and positioned to deliver desired outcomes. The Strategic Programs and Investments Manager will report directly to the MRAD Growth Director and will support both the MRAD Growth organization and the overall MRAD portfolio.

They bring a strong ability to generate forward‑leaning ideas and translate them into actionable plans that drive meaningful impact across the MRAD portfolio. A solid foundation in systems engineering—particularly in requirements development, system integration, and technical risk identification—is essential to ensure that strategic initiatives are both technically viable and effectively aligned with complex air defense system architectures. These individuals excel at navigating cross‑functional environments and tailoring their communication to a wide range of stakeholders, from engineering and program teams to senior leadership. In addition to strong project management and lifecycle engineering experience, they demonstrate the initiative, creativity, and collaboration skills needed to advance new concepts and deliver successful strategic outcomes.
What You Will Do
- Translate high‑level strategic goals into actionable, technically informed plans and milestones
- Identify and plan MRAD capital, Independent Research and Development (IRAD), and Non‑Recurring Engineering (NRE) investment needs in alignment with technical roadmaps, system‑level architectures, and long‑term investment strategies; secure appropriate funding from across the business
- Apply program management and systems engineering principles to ensure strategic initiatives are grounded in sound requirements development, system integration considerations, and technical risk awareness
- Develop comprehensive program plans, including scope, schedule, budget, resource allocation, and integration points across the MRAD portfolio
- Collaborate closely with senior leadership, engineering organizations, program teams, business units, and functional partners to ensure alignment on strategic and technical objectives
- Build strong relationships across internal and external stakeholders to foster collaboration, ensure technical and business buy‑in, and advance innovative concepts
- Define key performance indicators (KPIs), metrics, and technical success criteria to measure the effectiveness and impact of strategic initiatives
- Demonstrate strong communication, influence management, and presentation skills, effectively tailoring messaging for engineering teams, cross‑functional partners, and senior leaders
- Establish and maintain a positive and high‑performing program culture that attracts and retains top talent
- Domestic and international travel may be required
Qualifications You Must Have
- Typically requires a Bachelor’s degree or equivalent experience and minimum 12 years of prior relevant experience or an Advanced degree in a related field and minimum 10 years experience
- Program management experience with development programs
- Experience in systems engineering foundation, including experience with requirements development, system integration, technical risk identification, and/or lifecycle engineering practices
- Experience managing cost, schedule, and technical performance for programs with use of program management tools such as Earned Value Management System (EVMS), Integrated Master Plan (IMP), Integrated Master Schedule (IMS), Risk and Opportunity Management, or similar business processes
- Experience leading and influencing cross‑functional teams in a matrixed environment

Location Information: This position is an onsite role and will require the ability to work in Dulles, Virginia or Andover, Massachusetts.

The salary range for this role is 157,200 USD - 298,800 USD. The salary range provided is a good faith estimate representative of all experience levels.
