The Maine Department of Professional and Financial Regulation, Bureau of Insurance, seeks a Staff Attorney for its Property and Casualty division.

This is professional services work providing analysis, advice and assistance to Bureau staff, with an emphasis on legal issues involved in Property and Casualty (P and C) insurance area.  This position interacts on a daily basis with various staff of the Bureau, including licensing staff, complaint investigators and market conduct staff.  Other responsibilities include outreach and contact with members of the insurance community on a variety of compliance-related topics.  Work is performed under limited supervision.  The position reports to the Director of the P and C division.

Primary responsibilities include:  

  • Provides legal analysis on a variety of P and C-related issues, including complaint investigations and constituent assistance
  • Reviews and drafts legislation and provides analysis to Bureau management and staff
  • Provides analysis and assistance to hearing officers, including hearing officers for cancellation/control act hearings
  • Interacts with the insurance community and other interested parties and entities on compliance-related issues and questions
  • Serves as a hearing officer as assigned by the Superintendent
  • Drafts rules and works to implement rules in accordance with the Administrative Procedures Act
  • Drafts P and C-related bulletins, press releases and other communications for the insurance industry and to the public

  • Maine laws, rules and regulations applicable to insurance
  • Working both independently and in a team environment
  • Negotiating contracts and settlements
  • Preparing briefs and other legal documents
  • Communicating effectively with staff, state officials and the public at large

Minimum Qualifications: 

A Law degree from an accredited law school. Experience in regulatory compliance, law enforcement or administrative law is preferred but not required.

Licensing/Registration/Certification Requirements: 

Admitted to practice law in Maine and currently registered with the Maine Board of Overseers of the Bar.

Preferences: Prior experience in property and casualty insurance regulation or litigation.
