Founded in 1991, the company self-performs critical scopes and fabricates in-house, taking on complex work including field-erected steel tanks, structural steel, and civil infrastructure. T Bailey operates on projects across Washington, Alaska, Oregon, Idaho, and Hawaii.

Position Summary

T Bailey is seeking a Construction Billing Coordinator to manage billing, bonding, subcontractor compliance, certified payroll, and project financial documentation across the company's construction projects. This position works closely with the CFO, the Accounting Department, Project Managers, and the Contract Administrator team to ensure billings are accurate and timely, subcontractor compliance requirements are met, bonding and retainage obligations are actively tracked, and public works documentation is administered correctly on applicable projects. This position is forward-facing with customers including project Owners, other General Contractors, Engineers, and lower-tier Subcontractors and Suppliers. Work is performed primarily in an office setting, with regular interaction with project management, accounting, subcontractor, and operations staff. This position reports to the Chief Financial Officer (CFO).

Key Responsibilities

  • Prepare and distribute monthly project billings, including Schedule of Values (SOV) maintenance and supporting documentation, and coordinate with Project Managers to keep owner and subcontractor billings aligned
  • Track incoming payments, follow up on past-due receivables, and monitor subcontractor payment entries and releases
  • Order and track performance, payment, and retainage bonds; maintain the bonding spreadsheet; and manage bond releases at project closeout
  • Collect and verify certified payroll reports and file required prevailing wage documentation on applicable Washington public works projects
  • Maintain subcontractor compliance tracking, including insurance, licenses, workers' compensation coverage, and executed subcontracts, and authorize payment releases accordingly
  • Administer change orders, including pricing, schedule impacts, and updates to the Schedule of Values
  • Support project setup and closeout, including bonding, public works documentation, project files, and final lien releases
  • Assist the CFO and accounting team with reporting, reconciliations, process improvement, and special projects

Qualifications

  • Experience with construction billing practices, including Schedule of Values, payment application formats, lump sum and unit-priced contracts, retainage, and change order administration preferred
  • Familiarity with public works compliance requirements, including certified payroll, prevailing wage regulations, Statements of Intent, Affidavits of Wages Paid, and related documentation preferred
  • Ability to read and interpret construction contracts, subcontracts, and purchase orders
  • Strong organizational skills with the ability to manage multiple active projects and deadlines simultaneously
  • High attention to detail and commitment to accuracy in financial documentation
  • Strong written and verbal communication skills; ability to communicate clearly and professionally with internal staff and outside contacts
  • Ability to identify and prioritize workload to meet deadlines
  • Ability to work independently and exercise sound judgment in identifying and escalating issues before they become problems
  • Proficiency with Microsoft Office Suite (Excel, Outlook, Word); construction accounting software experience a plus (Sage CRE or equivalent)

Education and Experience

  • Associate's or Bachelor's degree in Accounting, Business Administration, Construction Management, Finance, or a related field preferred
  • Experience in construction billing, contracts administration, certified payroll, or a closely related role in the construction industry preferred
  • A combination of education and relevant experience may qualify a candidate for this position

Physical Requirements

Work is performed primarily in an office setting but may also involve time in other environments, including manufacturing facilities, coatings facilities, and construction job sites. This position requires flexibility of work hours to complete projects as needed, the ability to lift, push, or pull up to 20 lbs occasionally, and the ability to walk up and down stairs multiple times per day. Use of Personal Protective Equipment (PPE), climbing stairs and ladders, and working around heavy machinery may be required in certain areas.
