POSITION TITLE: VP of Product and Project Management

ABOUT THE ROLE:

Position Overview

Owns: Both functions end to end — the Product Owner team and the Project Manager team — at portfolio scale, plus budget, resourcing, executive reporting, and accountability that major initiatives land across product, project management, engineering, and QA.

This is a single leader over both teams by design. It puts what we build and whether we can deliver it under one accountable person, so the tradeoff between them is made deliberately and in the open rather than negotiated informally between two functions with different bosses.

RESPONSIBILITIES:

Leading both teams

• Manages and develops the Product Owner team and the Project Manager team
• Owns the standards, tooling, and operating cadence both teams run on — story and specification quality on the product side, planning, tracking, and reporting discipline on the delivery side
• Is the arbiter when the two functions disagree. Scope against a date, whether a requirement is ready, who owns a call — the decision stops here rather than travelling further up

Portfolio product ownership

• Owns the consolidated product roadmap across all areas, and the prioritization calls between competing areas
• Sets and enforces the bar for specification quality — the ENG Product Guidelines are upheld here
• Ensures each product surface has a clearly assigned owner, and that technical surfaces are explicitly designated as such

Budget and financial ownership

• Owns the budget across both functions: forecasting, tracking against plan, and variance reporting
• Owns vendor and contractor spend, including SOW tracking and renewal/termination timing
• Ties resource decisions to cost — makes the tradeoff between headcount, contractors, and schedule explicit to leadership

Portfolio resource management

• Owns the org-wide resource picture across product and delivery: who is allocated where, what's over-committed, where the bench is
• Arbitrates resource contention between competing initiatives
• Forecasts hiring and contractor needs against the roadmap

Roadmap and timeline ownership at executive level

• Owns the consolidated delivery timeline across all major initiatives
• Presents roadmap status, risk, and tradeoffs to the executive team on a fixed cadence
• Maintains the portfolio-level RAID register and drives resolution on the items only executives can unblock
• Owns the “are we going to make it” answer for every major commitment — and raises the flag early, with options attached

Cross-functional accountability

• Ensures major projects are on track across product, project management, engineering, and QA
• Owns the interface between these functions and every other one: escalation path, status truth, and date commitments
• Drives post-mortems on missed commitments and closes the loop on process changes
   

Success Looks Like:

Executives are never surprised by a date. Budget variance is caught in-quarter, not at close. Resource contention gets resolved rather than escalated repeatedly. Product and delivery disputes are settled in days, not quarters. And when scope moves to protect a date, everyone affected knows it moved.  Program runs smoothly across all teams and stakeholder feel informed.

This role is based in Moosic, PA and the base pay range for this role is $216,000 - $270,000.00 annually. Actual amounts will vary depending on education, skills, experience, and geographic location.
