PMC Project Delivery is seeking an experienced Contract Management Specialist to provide contract execution and delivery assurance for project-critical materials, equipment, and services.
Reporting to the PMC Contract Management and Procurement Readiness function, the successful candidate will lead assigned contracts from readiness and award through execution and closeout. Working closely with project teams, suppliers, and key stakeholders, they will ensure contractual obligations are met, risks are managed, and deliverables are achieved in support of project and outage objectives.
The role supports the PMC Contract Management and Procurement Readiness operating model by linking procurement readiness with supplier execution and delivery oversight.
Key Responsibilities:
- Lead assigned contracts through the full lifecycle, from procurement readiness and contract award through execution, delivery assurance, and closeout.
- Partner with Project Delivery, Supply Chain, Engineering, Quality, Procurement Engineering, Project Controls, suppliers, and other stakeholders to support procurement strategies, contract readiness, and successful project execution.
- Coordinate the development and review of procurement and contract documentation, ensuring scope, technical, quality, schedule, testing, reporting, logistics, documentation, and delivery requirements are complete and executable.
- Support supplier evaluations and contract award activities by reviewing proposals, capabilities, schedules, commitments, assumptions, deviations, and execution risks, while coordinating technical, quality, schedule, and commercial clarifications.
- Plan and facilitate contract kick-off and mobilization activities, establishing clear expectations for contractual obligations, milestones, deliverables, reporting requirements, communications, and escalation processes.
- Administer assigned contracts and maintain visibility of supplier performance, manufacturing progress, contractual commitments, documentation readiness, logistics activities, delivery schedules, and key project milestones.
- Identify, assess, and communicate contract, schedule, delivery, and supplier risks; coordinate mitigation strategies, recovery plans, and escalation of issues that may impact project, outage, or operational readiness.
- Coordinate and track contract changes, commercial requests, schedule impacts, and approval processes while maintaining accurate and auditable records of contractual decisions, commitments, correspondence, and actions.
- Provide timely contract status updates, delivery forecasts, risk assessments, and performance reporting to project, program, and portfolio stakeholders.
- Ensure completion of contractual deliverables, including equipment, services, documentation, certifications, warranties, turnover records, and closeout requirements, while capturing lessons learned and continuous improvement opportunities.
- Build and maintain effective relationships with suppliers and internal stakeholders to promote accountability, collaboration, transparency, and successful contract execution.
Education and Experience:
- A four-year university degree in Business Administration, Commerce, Engineering, Supply Chain Management, Construction Management, Project Management, or related discipline.
- Six to eight years of progressive experience in contract management, procurement, supply chain, commercial management, project delivery, or supplier relationship management.
- Experience managing contracts throughout the full lifecycle, including procurement planning, contract award, mobilization, execution, change management, and closeout.
- Demonstrated experience reviewing scopes of work, supplier proposals, contract requirements, schedules, commercial terms, risks, and supplier commitments.
- Experience working within cross-functional teams, collaborating with project management, engineering, quality, procurement, project controls, finance, legal, suppliers, and other stakeholders.
- Experience supporting major capital projects, outages, refurbishment programs, plant modifications, or other complex technical projects in highly regulated industries such as nuclear, energy, infrastructure, manufacturing, aerospace, or construction.
- Experience with supplier performance monitoring, schedule management, contract changes, claims, dispute resolution, and recovery planning is considered an asset.
- Familiarity with Bruce Power's project delivery environment, procurement processes, and contract management practices is considered an asset.
Knowledge, Skills, and Competencies:
- Strong understanding of contract lifecycle management, contract administration, and procurement practices.
- Ability to interpret contract requirements, commercial terms, scopes of work, schedules, deliverables, and supplier obligations.
- Strong analytical, planning, organizational, and problem-solving skills, with the ability to assess risks, schedules, supplier performance, and project impacts.
- Proven ability to identify and mitigate contract and delivery risks while coordinating recovery and corrective actions.
- Excellent written and verbal communication skills, including the ability to prepare reports, correspondence, presentations, and executive summaries.
- Strong stakeholder management, facilitation, negotiation, and relationship-building skills in a collaborative, matrixed environment.
- Proficiency with contract management, procurement, project controls, document management, reporting systems, and Microsoft 365 applications.
- Demonstrated commitment to safety, quality, integrity, compliance, and operational excellence.
Work Location and Travel Requirements:
This is a hybrid position requiring a minimum of three (3) days per week onsite at the designated work location. The successful candidate must be able to work effectively in both onsite and remote environments. Occasional travel of approximately 10-15% may be required to support business objectives, stakeholder engagement, training activities, or project-related work.
