The Folsom Parks & Recreation Department is currently recruiting for a Recreation Supervisor to perform programming and manage facility use requests with the Recreation and Community Services Division for Folsom Aquatics. This is an in-person, exempt position and is represented by the Folsom Middle Management Group (FMMG).

Under general direction from the Recreation & Community Services Manager, the Recreation Supervisor will plan, organize, direct, coordinate, supervise, and evaluate various program functions, facility operations, and special events of the Recreation and Community & Cultural Services Division. The Divisions are comprised of Aquatics, Community & Cultural Services, and Sports which plan, develop, deliver, and evaluate vital programs and services to the community while managing various recreation facilities and amenities for community livability. 

SUPERVISION EXERCISED
This class provides direct and indirect supervision to lower-level personnel for a preponderance of the time. 
 
DISTINGUISHING CHARACTERISTICS
The Recreation Supervisor is distinguished from the Senior Recreation Coordinator lead classification in that the former has greater responsibility, autonomy, and discretion in planning and completing a wide variety of recreation activities. Incumbents in the Recreation Supervisor class have a day-to-day oversight and responsibility for assigned work and may delegate or authorize assigned work to the lead worker or lower-level classifications. 

TENTATIVE RECRUITMENT TIMELINE:
1st Round Oral Board Interviews - Thursday November 19th 
Final Department Interviews - Early December
Hire Date - Monday February 1, 2027

NOTE: The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all the duties listed.

  • Plan, direct, and supervise the assigned area of the Recreation & Community Service Division.
  • Assign work, make hiring decisions, supervise, train, discipline, and evaluate performance of subordinate staff.
  • Conduct research and analyze information pertinent to the development of programs and services.
  • Evaluate the effectiveness of programs including competing programs, duplications of programs, and completion of programs.
  • Develop, implement, and oversee program budgets.
  • Recommend policies and procedures.
  • Work with community groups and residents to develop and coordinate programs and facility use through delivery of rental agreements and MOU’s.
  • Prepare and maintain master schedules for facility use for programming and facility rental requests.
  • Coordinate the planning of promotional and marketing materials with requests for social media support.
  • Promote and enhance existing programs through department and city methods with staff assistance.
  • Prepare written reports including department reports, commission reports, city council reports, and other reports as needed.
  • Perform related duties as assigned.
The Recreation Supervisor position is responsible for the listed job duties above, as well as those listed depending on their assigned section:

Aquatics:
  • Supervise daily operations of the Steve Miklos Aquatics Center and programs, activities, and use at the facility. 
  • Build relationships with outside youth sports organizations on the facility use, scheduling, fees and facility rental agreements.
  • Review and evaluate program delivery and program demands to determine gaps of service to delivery as well as variety of aquatic programs.
  • Supervise staff responsible for the facility operations, program delivery, staff hiring and training in compliance with applicable county and state codes related to public swimming pools.
  • Communication and coordination of facility use with Folsom Cordova Unified School District (FCUSD) for Joint-use Agreement operations.

Sports:
  • Supervise daily operations of the Andy Morin Sports Complex and programs, activities, and use at the facility. 
  • Supervise daily operations of the Cummings Family Skate and Bike Park facility, activities, and programs.
  • Build relationships with outside youth sports organizations on the facility use, scheduling, fees and review of MOU’s.
  • Review and evaluate program delivery and program demands to determine gaps of service to delivery as well as variety of community sports programming. 
  • Communication and coordination of facility use with Folsom Cordova Unified School District (FCUSD) for Joint-use Agreement relationship.

Community & Cultural Services:
  • Supervise daily operations of the Senior & Art Center including front desk operations, programs, activities, and professional art gallery.
  • Supervise the Community Facilities Rental program of various buildings and park picnic pavilions.
  • Establish and build relationships with community organizations, business community, and individuals to support programs, activities, and events.
  • Review and evaluate program delivery and program demands to determine gaps of service to delivery as well as variety of recreation programming. 
  • Supervise staff responsible for the programming of youth, teens, seniors, facilities, special events, and community partnerships.

Knowledge of:
  • Supervisory and staff development techniques and practices.
  • Principles and practices of supervision, training, discipline, and performance evaluation.
  • Philosophy and objectives of the recreation profession and the purpose, use, and benefits of various elements of the program.
  • Principles and techniques of planning, organizing, evaluating, and promoting recreational activities for children, youth, and adults.
  • Budget preparation and control.
  • Facility management.
  • Effective record keeping and report writing.
  • Basic computer skills.
  • Safe practices in recreation programs and activities.
Ability to:
  • Supervise, train, discipline, and evaluate subordinates.
  • Research, plan, organize, implement, and supervise recreation programs and special events.

  • Formulate and administer program budgets.
  • Prepare written reports.
  • Effectively communicate verbally and in writing.
  • Establish and maintain effective working relationships with those contacted in course of work.
  • Coordinate programs and schedules with community groups.

Education:
A bachelor's degree in recreation, leisure management, or a closely related field from an accredited college or university.
 
Experience:
One (1) year of full-time experience as a Senior Recreation Coordinator with the City of Folsom.

OR

Three (3) years of full-time increasingly responsible experience in recreation program leadership including one (1) year of leadwork experience.
 
Substitution:
Experience may be substituted for education on a year-for-year basis.

License, Certificate, Registration Requirements:
  • Possession of, or the ability to obtain and retain, a California Class C driver license by the time of appointment. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
  • American Red Cross CPR/First Aid or equivalent certification within six (6) months of employment.
  • Jeff Ellis and Associates Lifeguard License within six (6) months of employment. 
  • Certified Park and Recreation Professional (CPRP) Certification highly desirable.
Physical Requirements:
Work is performed both in a typical office setting and outdoor environment.  Work may take place at off-site indoor and outdoor locations throughout the City.  (1) Mobility: frequent use of keyboard; frequent sitting, standing, and walking; occasional bending or squatting.  (2) Lifting:  frequently up to 10 pounds; occasionally up to 25 pounds. (3) Vision: constant use of overall vision; frequent computer use; occasional color and depth vision.  (4) Dexterity:  frequent repetitive motion; frequent writing; frequent grasping, holding, and reaching.  (5) Hearing/Talking: frequent hearing and talking, in person and on the phone.  (6) Emotional/Psychological: frequent decision-making and concentration; frequent public and coworker contact; occasional working alone.  (7) Environmental: frequent exposure to noise. 
 
Other Requirements:
Must be willing to work evenings, weekends, and holidays.
