This function will work under limited direction to perform and achieve moderately complex cost estimation tasks within an integrated workforce. The position will support Air Force Headquarters (AFHQ) as an experienced (Level 3) Cost Estimation Analyst to support ‘AIR5349 EA-18G Growler’ Project (the Project). AFHQ provide support to a wide range of Air-force units in project and product delivery in terms of providing and meeting Air-force capability requirements to met Operational outcomes.
Essential Requirements:
- Must perform and achieve complex cost estimation and analysis work within an integrated workforce.
- Must have knowledge of and compliance with legislative frameworks, government decision-making and Defence’s mission and policy requirements.
- Will have considerable level of stakeholder engagement and will liaise with stakeholders in relation to complex or difficult issues. The successful candidate must have demonstrated experience in stakeholder engagement. In addition, candidate will be required to identify, anticipate and respond to domestic and international stakeholders’ needs and expectations to achieve Project outcomes.
- Provide effective support to projects and products for AFHQ to develop and deliver outcomes and documentation (at a state that is ready for signature with minimal rework).
- Develop a whole-of life cost estimate (through Cost Model) and analysis to inform Gate 2 decision, and Government Second Pass approval for the Project.
- Proactive research and independent cost work to obtain information for use in data analysis to support cost estimate development and review.
- Perform financial investigation tasks, analysis, and reporting on pricing proposals with the view to implement and translate strategic objectives.
- Ability to be able to translate the complex aspects of research and analysis reporting to draw objective, transparent and documented conclusions. Also, generate project documents, briefs and submissions as required for Defence and Government committees.
- Proven in able to deliver independent cost estimates development and analysis to support Defence’s decision-making, milestone reviews, government approvals and independent cost assessments.
- Successful candidate must be able to provide researching and maintaining of information for use in data analysis and normalisation, to support cost estimate development, independent review and analysis of cost estimates.
- Skill and knowledge in being able to review, implementation and translation of strategic objectives and initiatives within Defence when undertaking development or analysis of cost estimates.
- Demonstrated ability in influencing and guiding team members and key stakeholders to deliver business outcomes for the development and analysis of cost estimates.
- Ability to provide analysis and evaluation of cost estimates and advising senior management to support the decision making process.
Desirable Requirements:
- Resilience in a highly demanding, fast paced, complex and constantly evolving work environment.
- Strong Defence writing skills.
- Excellent analytical skills.
- Appropriately qualified in and experienced in Cost Estimation including development of Capability Proposals for Government.
- Able to access ITAR controlled data and information.
- Ability to be able to actively engage and manage a multitude of stakeholder relationships.
- Strong and proven ability in analysis and evaluation of cost estimates and advising senior management to support the decision making process.
Required Security Clearance Level: Active NV1 Clearance required for this position.
Location: Russell Offices, ACT, Canberra. Some occasional travel may be required, on a very short term basis.
Weekly Hours: Monday to Friday / 40 hours per week
