THE POSITION

The City of Camarillo is seeking a collaborative, solutions oriented professional to serve as its next Code Compliance Manager. The ideal candidate will possess at least two years of code compliance experience and demonstrated experience successfully supervising and managing personnel. The successful candidate will have a strong understanding of code enforcement principles, applicable laws and regulations, and best practices for achieving compliance through education, communication, and problem-solving.

The ideal candidate will be an effective communicator who excels at building positive working relationships with residents, business owners, community stakeholders, City staff, and department leadership. This individual will communicate clearly, professionally, and proactively, ensuring supervisors are kept informed of significant issues, emerging trends, and division activities.

The successful candidate will be committed to providing exceptional customer service and will approach code compliance with a balanced philosophy that emphasizes education, voluntary compliance, and practical solutions whenever appropriate. They will possess a positive attitude, sound judgment, and the ability to navigate challenging situations with professionalism, empathy, and consistency.

The ideal candidate will also be a creative thinker who can develop innovative and effective solutions to complex code compliance issues. They will be comfortable managing competing priorities, fostering collaboration across departments, and identifying opportunities to improve processes, efficiency, and service delivery.

Strong leadership skills are essential. The successful candidate will effectively manage and develop staff, promote accountability, provide mentorship and coaching, and cultivate a positive team culture built on professionalism, respect, and continuous improvement.

Directs, manages, supervises, and coordinates the activities and operations of the Code Compliance Division within the Community Development Department; coordinates assigned activities with other divisions, departments, and outside agencies; and provides highly responsible and complex administrative support to the Director and Assistant Director, Community Development.

Education and Experience:
Equivalent to the completion of a bachelor’s degree and five (5) years of experience in a related field.

Knowledge, Skills, and Abilities:
Knowledge of:
•  Operational characteristics, services, and activities of a comprehensive municipal code compliance program.
•  Principles and practices of program development and administration.
•  Principles and practices of municipal budget preparation and administration.
•  Principles of supervision, training, and performance evaluation.
•  Pertinent federal, state, and local laws, codes, and regulations including current land use, zoning, municipal, and applicable building codes as they apply to code compliance.
•  City services and organizational structure as they relate to code compliance.
•  Procedures involved in the enforcement of codes and regulations including methods and techniques of conducting and documenting field investigations.
•  Legal actions applicable to code compliance.
•  Court procedures and evidence code.
•  Federal and state search and seizure laws.
• Conflict resolution skills.
•  Effective customer service and public relations practices.
•  Principles and procedures of record keeping.
•  Methods and techniques of business correspondence and technical report preparation.
•  Modern office procedures, methods, and equipment including computers and supporting word processing and spreadsheet applications.
•  Occupational hazards and standard safety practices.
•  Geographic features and locations within the area are described.

Ability to:
•  Oversee and participate in the management of a comprehensive code compliance program.
•  Oversee, direct, and coordinate the work of lower-level staff.
•  Select, supervise, train, and evaluate staff.
•  Participate in the development and administration of division goals, objectives, and procedures.
•  Research, analyze, and evaluate new service delivery methods and techniques.
•  Prepare and administer budgets.
•  Prepare clear and concise administrative and financial reports.
•  Prepare clear and concise technical reports.
•  Maintain complex logs, records, and files.
•  Research, compile, and collect data.
•  Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
•  Interpret and apply applicable codes, ordinances, and regulations related to zoning, nuisance abatement, and health and safety issues.
•  Inspect and identify violations of applicable codes and ordinances.
•  Enforce pertinent codes, ordinances, laws, and regulations with impartiality and efficiency.
•  Respond to inquiries, complaints, and requests for service in a fair, tactful, and firm manner.
•  Investigate complaints and mediate resolutions in a timely and tactful manner.
•  Manage conflict and develop effective resolutions to problems.
•  Prepare accurate and detailed documentation of investigation findings.
•  Operate office equipment including computers and supporting word processing, spreadsheet, and database applications.
•  Utilize current technological tools and applications, such as tablets and related software.
•  Prepare and conduct presentations to groups of varying sizes.
•  Make oral presentations and testify in court.
•  Represent the City in a professional manner in dealing with staff, citizens, news media, and other agencies and groups.
•  Read and interpret maps, plans, and legal descriptions.
•  Utilize public relations techniques in responding to inquiries and complaints.
•  Communicate clearly and concisely, both orally and in writing.
•  Establish and maintain effective professional working relationships with those contacted in the course of work.
PHYSICAL DEMANDS
Primary functions require sufficient physical ability and mobility to work in an office and field environment; to stand, stoop, reach, bend, kneel, squat, climb ladders, and walk on uneven terrain, loose soil, and sloped surfaces; to lift and/or carry light weights; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; ability to operate a vehicle to travel to various locations; and to verbally communicate to exchange information.

WORK ENVIRONMENT
Work is performed in a standard office setting with travel to different sites and locations; may be exposed to noise, dust, inclement weather conditions, and potentially hostile environments.

Temporary employees generally do not receive disaster services assignments.
