We are looking for a HCBS Benefits Specialist TERM LIMITED  for the Office of Community Living! 


The Benefits and Services Management Division (BSMD) exists as part of the Department of Health Care Policy and Financing (HCPF), which is the federally recognized single state agency to administer the Colorado Medicaid program of health care coverage for persons who qualify. The BSM Division administers the state’s long term care programs such as nursing facility, hospital backup, and community long term care programs such as Home and Community Based Services (HCBS) waiver programs. The division provides oversight and monitoring for the state’s single entry point system for access to the state’s long term care programs, including those administered by the Department and those administered under agreement with the Department of Human Services (DHS). Staff within the Division are responsible for stakeholder relations, policy development and implementation, contract management and performance, program administration and overall Long Term Services and Support Medicaid program performance. The Division plays an important role in working towards the Department’s mission to improve access to cost-effective, quality long term care services and supports for Coloradans.


We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from hybrid to full-time in the office. Specific discussions about the schedule will be discussed during the offer stage. 


**Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.**


Position Summary

This position serves as a Staff Authority in the management, application, and utilization of principles and standards
pertaining to many of the Home and Community Based Services (HCBS) benefits administered by the Department.
This position supports Department goals by collaborating with the Colorado Department of Public Health and
Environment (CDPHE), providers, case management agencies, and other OCL stakeholders as well as other
Department staff in the management of HCBS benefits, including day-to-day operations. This position is responsible
for monitoring and evaluating services for deficiencies and compliance requirements; collaborating with stakeholders
to improve the health outcomes of clients; and providing support for case management requests and processing. This
position also assesses and provides leadership recommendations on current and future benefit policies to meet the
Department’s expectations for a high level of efficiency, economy, and quality of care. The position is required to
attend off-site meetings, facilitate meetings with stakeholders and providers, attend off-site trainings, and present
HCBS information at various conferences and to stakeholder groups. The position is also responsible for providing
training and technical assistance to providers, case managers, clients, and other stakeholders regarding HCBS
benefits when applicable.
Position also administers, oversees, and provides recommendations on many policies and services within Home and
Community Based Services waivers. This work can include service redesign and improvement, service expansion,
benefit analysis, contract management, program evaluation, and other elements of ensuring program effectiveness
and efficiency.

Key Responsibilities

  • Develop, implement, evaluate, and revise HCBS benefit policies, procedures, and service standards to ensure compliance with federal and state regulations and support high-quality, cost-effective service delivery.
  • Monitor and evaluate HCBS benefit administration, provider performance, and program compliance; identify risks, deficiencies, and opportunities for quality improvement.
  • Collaborate with state agencies, providers, case management agencies, and other stakeholders to improve program effectiveness, strengthen community integration, and support positive client outcomes.
  • Provide policy interpretation, technical assistance, consultation, and guidance to providers, case managers, leadership, and stakeholders regarding HCBS regulations, policies, and operational requirements.
  • Design, develop, and deliver training programs, educational materials, guidance documents, and presentations to providers, stakeholders, and community partners.
  • Conduct policy research, benefit analysis, and legislative review to assess fiscal, operational, and programmatic impacts and develop recommendations for leadership.
  • Facilitate stakeholder meetings, committees, workgroups, and public engagement activities to support collaboration, policy development, and implementation of best practices.
  • Analyze complex case management, service utilization, and operational issues; provide recommendations and resolve issues to support efficient, person-centered service delivery.
  • Prepare reports, fiscal analyses, legislative responses, and other written communications to support leadership decision-making and program oversight.
  • Manage assigned contracts, purchase orders, and grants in accordance with State Controller and Department procurement policies, including monitoring, renewals, and compliance activities.
  • Maintain provider, stakeholder, and training records and ensure accurate documentation to support program administration.
  • Participate in continuous quality improvement initiatives, service redesign, benefit expansion, and program evaluation activities to enhance HCBS effectiveness and efficiency.
  • Support section operations through cross-training, backup subject matter expertise, special projects, and other assignments that advance Division and Department priorities.

Minimum Qualifications

There are two ways to qualify for this position:


Option 1:


Experience Only:


Seven (7) total years of professional experience  in developing and implementing tools and policies to manage a health care service utilization. 


Option 2

Education and Experience:


Bachelor's degree from an accredited institution in Health Care Administration, Public Health, Public Administration, Health Services, or a related field


AND


Three  (3) total years of professional experience developing and implementing tools and policies to manage a health care service utilization.

Preferred qualifications:


  • Prior state experience in interpreting and applying state and federal regulations.

  • Experience working with home care or provider agencies

  • Experience making decisions using professional judgment and established regulatory criteria


DEFINITION OF PROFESSIONAL EXPERIENCE: Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods. 

CONDITIONS OF EMPLOYMENT

  • All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.

  • Employees who have been disciplinary terminated, resigned in lieu of disciplinary termination, or negotiated their termination from the State of Colorado must disclose this information on the application.
