The Assistant Director is responsible for providing leadership, oversight, and operational support for the Schenectady Site-Based Day Habilitation Program. This position ensures the delivery of high-quality, person-centered services that promote meaningful community inclusion, personal growth, health, safety, and independence for the people we support. The Assistant Director works collaboratively with program management teams, clinical professionals, families, and community stakeholders to ensure compliance with agency policies and procedures, OPWDD regulations, Medicaid billing requirements, and all applicable federal, state, and local regulations. The Assistant Director fosters a positive, supportive, and inclusive culture while promoting staff development, accountability, operational excellence, and continuous quality improvement.

- Provides direct supervision, mentorship, and support to Program Managers, Assistant Managers, QIDPs, and designated staff members
- Develops and maintains a positive, collaborative, and supportive work environment that promotes employee engagement, teamwork, professional growth, and retention
- Partners with management staff to establish program goals, monitor outcomes, and implement strategies for ongoing improvement
- Ensures programs operate in accordance with agency standards while maintaining a safe, respectful, and inclusive environment for people receiving services
- Participates in hiring, onboarding, orientation, coaching, performance management, and disciplinary processes for staff as needed
Regulatory Compliance and Quality Assurance:
- Ensures compliance with all OPWDD regulations, Medicaid requirements, Corporate Compliance standards, incident management regulations, and agency policies and procedures
- Oversees program readiness for audits, surveys, site visits, and regulatory reviews
- Conducts routine quality assurance reviews of documentation, service delivery, and program operations
- Monitors implementation of corrective action plans resulting from audits, investigations, incidents, or quality assurance reviews
- Completes SIRC Recommendations
- Ensures all required program documentation is complete, accurate, person-centered, and maintained in accordance with regulatory requirements
- Reviews and analyzes program performance metrics, compliance indicators, and quality improvement data
- Provides guidance and technical assistance to management staff regarding regulatory requirements and documentation expectations
- Ensures incident reporting, investigative follow-up, and safeguarding processes are completed in accordance with agency and OPWDD requirements
Policy Development and Standard Operating Procedures:
- Assists in the development, implementation, review, and revision of agency policies, procedures, and operational guidelines
- Develops and maintains Standard Operating Procedures (SOPs) to ensure consistency, regulatory compliance, and operational efficiency across programs
- Communicates policy changes, regulatory updates, and operational expectations to staff in a timely manner
- Monitors adherence to established policies and procedures and addresses identified areas of non-compliance
- Collaborates with leadership teams to implement best practices and process improvements
Documentation and Information Systems:
- Ensures timely completion and review of participant documentation, including habilitation notes, attendance records, assessments, and service plans
- Conducts routine audits of documentation for accuracy, compliance, and billing integrity
- Reviews documentation for potential billing errors and ensures corrective actions are implemented
- Maintains confidential records in accordance with HIPAA, agency policies, and applicable regulations
Staff Development and Training:
- Oversees staff training to ensure regulatory compliance and professional development
- Provides education and support regarding documentation standards, person-centered practices, behavioral supports, and regulatory requirements
- Monitors training compliance and ensures all staff maintain required certifications and competencies
- Conducts competency evaluations and performance assessments for designated staff
- Coaches management staff on effective supervision, conflict resolution, employee engagement, and performance improvement
- Coordinates training initiatives following incidents, regulatory updates, or identified quality concerns
- Promotes a culture of continuous learning and professional growth
Family, Stakeholder, and Community Relations:
- Develops and maintains positive working relationships with families, guardians, care coordinators, residential providers, clinicians, and community partners
- Responds to family concerns in a timely, professional, and solution-focused manner
- Supports staff in advocating for participant’s' needs, preferences, and rights
Program Operations:
- Oversees daily program operations to ensure quality service delivery and participant satisfaction
- Evaluates program curricula and activities to ensure they support meaningful outcomes and individualized goals
- Assists in resolving participant-related behavioral, clinical, health, and service delivery concerns
- Monitors program utilization, attendance, staffing patterns, and operational efficiencies.
- Collaborates with interdisciplinary teams to support individualized service planning and implementation
- Ensures emergency preparedness plans, fire safety procedures, evacuation drills, and risk management practices are reviewed and are effectively implemented
- Participates in service enhancement and continuous improvement initiatives
Financial and Administrative Responsibilities:
- Assists in monitoring program expenditures and resource utilization.
- Reviews staffing schedules to ensure appropriate coverage and efficient utilization of resources.
- Approves payroll, timekeeping, time-off requests, and related administrative functions as assigned
Other Responsibilities:
- Participates in agency committees, leadership meetings, and special projects as assigned
- Performs other related duties as assigned
Requirements
- A minimum of one year of experience supervising or coordinating services for people with developmental disabilities
- Valid NYS driver’s license
- Access to reliable transportation
Preferred Qualifications/Skills:
- Bachelor’s degree in human services or bachelor’s degree with training/course work in human services
- Experience managing a residential or day program is preferred
