Overview

Prevailance is seeking an Exercise Coordination and Alignment Branch (ECAB) Analyst to support North Atlantic Treaty Organization (NATO) Headquarters Supreme Allied Commander Transformation (HQ SACT) Capability Development Management Support (CMDS) in Norfolk, Virginia. This position is expected to work on-site and may require up to 30 days of travel annually.


The ECAB Analyst supports the integration of NATO Warfare Development priorities, Multi-Domain Operations (MDO) objectives, and future warfighting requirements across NATO's exercise enterprise. This position supports exercise planning and governance, warfare development experimentation and exploitation, after-action and lessons-learned activities, and coordination among NATO organizations, partners, and external stakeholders.


Responsibilities Include, But Are Not Limited To:

  • Support integration of Warfare Development priorities, Multi-Domain Operations objectives, and future warfighting requirements across NATO's exercise enterprise through a coordinated multi-year program of work 
  • Support governance, synchronization, and strategic alignment across NATO exercise activities 
  • Participate in exercise planning conferences, workshops, and coordination events, ensuring integration of Warfare Development themes and priorities 
  • Support the development, refinement, and documentation of exercise-related campaign plans, concepts, and supporting products 
  • Support Warfare Development in Exercises (WDiE) and Warfare Development Exploitation Teams (WDETs) to identify capability gaps, refine concepts, assess emerging capabilities, and support future force development 
  • Support integration of Audacious Training (AT) Lines of Effort, Artificial Intelligence (AI)-enabled capabilities, experimentation, innovation initiatives, and Joint Analysis, Training and Education Centre (JATEC) participation in NATO exercises 
  • Support After-Action Review (AAR) and lessons-learned processes and develop associated reports and recommendations 
  • Contribute to rolling programs of work supporting WDiE and related initiatives 
  • Coordinate with NATO organizations, partners, and external stakeholders in support of exercise and Warfare Development activities 
  • Track, consolidate, and report branch contributions to NATO-level exercise and training guidance 
  • Maintain records, schedules, and document repositories and provide regular progress updates to designated leadership 
  • Support the ECAB Branch Head and represent ECAB at meetings and conferences within and outside NATO as required 
  • Perform additional duties consistent with the assigned labor category and scope of the contract

Requirements

Qualifications

  • Minimum 5 years of experience in military exercise planning, collective training, or defense transformation initiatives 
  • Demonstrated working knowledge of NATO exercise planning processes and governing documents, including the NATO Warfighting Capstone Concept, Warfare Development Agenda, Bi-Strategic Command (Bi-SC) Collective Training and Exercises Directive, and Supreme Allied Commander Europe (SACEUR) Guidance on Education, Training, Exercises, and Evaluation (ETEE
  • Demonstrated ability to develop professional-level planning documents, reports, and campaign plans 
  • Strong organizational and project management skills 
  • Demonstrated project management experience within a complex and dynamic environment 
  • Excellent oral and written communication skills 
  • Experience coordinating with multinational or interagency partners 
  • Demonstrated experience briefing senior leaders, decision-makers, or multinational audiences 
  • Proficiency with Microsoft Office Suite and collaborative software 
  • Demonstrated English-language proficiency equivalent to STANAG 6001 SLP 3333 
  • Valid passport from a NATO member nation with no travel restrictions to NATO nations

Education

  • Bachelor's or Master's degree in International Relations, Defense/Strategic Studies, Political Science, Emergency Management, or a related field; or equivalent professional experience  

Clearance

  • Must possess and maintain an active NATO SECRET or National SECRET (or higher) security clearance
