• Engineer II, Grade 22: $75,666 - $119,215
• Engineer III, Grade 25: $85,937 - $134,923

WHO WE ARE LOOKING FOR

The Montgomery County Department of Transportation (MCDOT) is seeking a dedicated and detail-oriented Engineer to join the Transportation Policy/Development Review Section. This position supports MCDOT’s mission to move people and connect places through safe, efficient, and multimodal transportation choices. The Engineer will review development-related plans and proposals, including storm drain designs consistent with the County’s Drainage Design Criteria, sight distance evaluations, and compliance with Master Plan recommendations. The ideal candidate will provide clear, code-based comments grounded in established guidelines, policies, and proven past practices. Working collaboratively with developers and project teams, the Engineer will help advance Montgomery County’s goals for multimodal, sustainable, and well-integrated development.

This role is vital to the County because it reviews private and public projects within the County to ensure they meet the County’s transportation codes, policies, and guidelines. Employee will be responsible for providing independent project oversight and coordination as a member of the department's Development Review Team, and is expected to provide leadership, mentoring, and guidance to other professional and paraprofessional employees.

Duties include, but are not limited to: 

• Representing the Department in meetings with other government agencies and the private development community on issues related to proposed residential and commercial developments.
• Preparing for and leading the discussion of assigned projects with the Executive Branch and other Montgomery County agencies for subdivision review meetings.
• Conducting detailed reviews and processing of subdivision plans and supporting documentation, including MCDOT review fee applications, sight distances evaluations, storm drain capacity and impact analyses, Roadway Design, Traffic Impact Studies, pedestrian and bicycle mobility assessments, truck circulation and turning analyses, and protected intersection circulation. 
• Ensure compliance with Montgomery County codes, policies, and engineering standards, and verify the completeness, technical accuracy, and acceptability of development applications.
• Gain proficiency in the County's development review process to educate and defend the process and decisions within the process with public and private stakeholders.
• Determining required improvements within County-maintained rights-of-way and easements; evaluating the suitability of requested waivers and/or Design Exceptions. 
• Evaluating the suitability of requests for Development Impact Tax credits; coordinating with other MCDOT Divisions.  
• Approve and process the requests for Transportation Impact Tax credits.
• Prepare and distribute comprehensive plan review letters within established review timelines, providing clear technical comments and recommendations on subdivision applications, Traffic Impact Studies, and transportation-related development proposals.
• Maintain complete and accurate electronic project records to support project tracking, regulatory compliance, and efficient document management. 
• Review and provide technical recommendations on Master Plan documents to ensure consistency with County transportation policies, long-range planning goals, and engineering standards. 
• Performs other job-related duties as assigned.

If filled at the Engineer II level:

• Experience: One (1) year of experience in an engineering field appropriate to the assigned position, such as Transportation, Civil, or Traffic Engineering. 
• Education: Graduation from an accredited college or university with a Bachelor’s degree in Engineering, Transportation, Civil and/or Traffic Engineering, Planning, or a related discipline appropriate to the assigned position. Registration as a Professional Engineer may substitute for the degree.
• Equivalency: An equivalent combination of education and experience may be substituted, provided such combination includes at least sixty (60) accredited semester hours (or an equivalent amount of accredited professional training) in engineering or related courses appropriate to the assigned position.

If filled at the Engineer III level:

• Experience: Three (3) years of experience in an engineering field appropriate to the assigned position, such as Transportation, Civil, or Traffic Engineering. 
• Education: Graduation from an accredited college or university with a Bachelor’s degree in Engineering, Transportation, Civil and/or Traffic Engineering, Planning, or a related discipline appropriate to the assigned position. Registration as a Professional Engineer may substitute for the degree.
• Equivalency: An equivalent combination of education and experience may be substituted, provided such combination includes at least sixty (60) accredited semester hours (or an equivalent amount of accredited professional training) in engineering or related courses appropriate to the assigned position.

ALL LEVELS - License: This position requires possession and maintenance at all times of a valid Class "C" (or equivalent) driver’s license from the applicant's state of residence or the ability to perform work at locations outside of the office.

• The ability to prepare and review roadway design and construction plans.

• The ability to prepare and review storm drain/stormwater systems plans.
• Strong technical writing skills demonstrated through the preparation of detailed plan review letters and engineering comments. 
• Coordination of interdisciplinary teams to lead meetings and complete projects with defined timelines.
• Collaboration with external partners to advance projects or programs to overcome challenges.
• Negotiation with internal or external stakeholders to make decisions with budgetary or policy implications.
