WASH Technical Officer [Tete, Manica, Sofala, Zambezia]

Overview

The WASH Technical Officer will provide technical leadership, quality assurance, and implementation support for WASH interventions under the RISE Project, while providing complementary technical support to MCGL WASH-related activities.

The position will be allocated approximately 80% LOE to RISE and 20% LOE to MCGL, with responsibilities implemented within each project's approved geographic scope, activities, workplans, and available resources.

The Officer will support the application of national WASH standards, Ministry of Health guidelines, donor requirements, and relevant technical best practices. The role will provide technical assistance to project teams, implementing partners, health facilities, government counterparts, and community structures, with a primary focus on ensuring the quality and effectiveness of RISE WASH programming.

MCGL support will focus on targeted technical assistance to the two MCGL-supported health facilities in each of the four project provinces, including WASH assessment, monitoring, quality assurance, technical guidance, and support to approved WASH-related health and community interventions.

Responsibilities

• Technical Leadership and Quality Assurance – RISE (80% LOE)
• Provide technical leadership for the design, implementation, and quality assurance of RISE WASH interventions.
• Ensure WASH activities comply with national standards, Ministry of Health guidance, donor requirements, and approved project plans.
• Develop and/or review technical guidance, tools, specifications, and implementation approaches.
• Review technical designs, implementation plans, BoQs, and other relevant technical deliverables.
• Provide technical input to WASH workplans, budgets, assessments, reports, and project proposals.

• Technical Assistance and Capacity Strengthening – RISE
• Provide technical assistance and mentorship to implementing partners, provincial teams, and relevant government counterparts.
• Conduct field supervision and technical quality assurance visits.
• Support partners to identify and address technical implementation challenges.
• Develop and facilitate technical training and capacity-building activities for partners, facility staff, artisans, water committees, and other relevant stakeholders.
• Promote adoption of appropriate WASH standards, technologies, and good practices.

• WASH Infrastructure and Technical Oversight – RISE
• Conduct technical assessments and site evaluations for WASH infrastructure and services.
• Review technical and engineering documentation and provide recommendations.
• Provide technical oversight of WASH construction, rehabilitation, and installation activities.
• Verify compliance with approved technical specifications and quality standards.
• Support testing, commissioning, and handover of completed infrastructure, as appropriate.

• Monitoring, Learning, and Reporting – RISE
• Monitor technical performance and quality of WASH interventions.
• Support verification of reported WASH achievements and results.
• Document implementation challenges, lessons learned, and good practices.
• Support development and implementation of corrective action and quality improvement plans.
• Provide technical inputs to project and donor reports.

• Coordination and Technical Representation – RISE
• Work closely with the WASH Coordinator and project leadership to maintain technical quality and alignment.
• Coordinate with provincial teams, government technical services, implementing partners, and other WASH stakeholders.
• Participate in relevant technical working groups, coordination meetings, assessments, and supervision missions.
• Promote integration and coordination of WASH interventions with other RISE technical areas.

• Complementary MCGL Responsibilities – 20% LOE
• As part of the joint position, the Officer will dedicate approximately 20% LOE to MCGL to provide targeted WASH technical support to the two MCGL-supported health facilities in each of the four project provinces.
• The MCGL assignment will focus on technical guidance, assessment, monitoring, coordination, and quality assurance, rather than primary responsibility for MCGL program implementation.

Required Qualifications

Bachelor's degree in Civil Engineering, Environmental Engineering, Water and Sanitation Engineering, Environmental Health, Public Health, or a related technical field.

At least 4 years of relevant experience in WASH programming, preferably including community, institutional, and infrastructure interventions.

Demonstrated experience in water supply, sanitation, hygiene promotion, environmental health, and WASH infrastructure.

Experience with WASH assessments, technical supervision, quality assurance, and partner capacity strengthening.

Knowledge of Mozambican WASH and Ministry of Health technical standards and guidelines.

Experience working with government institutions and donor-funded programs is desirable.

Strong facilitation, coordination, analytical, and technical writing skills.

Ability to work across multiple provinces and with multidisciplinary teams.

Fluency in Portuguese and English.
