FHI 360 supports United States Government (USG) to provide strategic technical support and direct service delivery to achieve Human Immunodeficiency Virus (HIV) epidemic control among all at-risk populations; strengthen Global Health Security (GHS), including outbreak response; improve Maternal, Newborn and Child Health (MNCH), address malaria; and nutrition.
We are currently seeking qualified candidates for the position of HIV Program Associate. The position will be based in Dushanbe, Tajikistan.
Job description:
The HIV Program Associate provides programmatic and administrative support for the implementation of HIV project activities in Tajikistan, including the planning, coordination, logistical organization, monitoring, and documentation of project activities such as trainings, meetings, workshops, field visits, and other program events. The position supports monitoring progress toward project objectives, activities, deliverables, and deadlines; collects and organizes information for project reporting; maintains project documentation and files; and follows up with staff, partners, consultants, and other stakeholders on assigned actions and deliverables. The position communicates regularly with FHI 360 staff, government counterparts, community-based organizations, consultants, trainers, and other project stakeholders.
Position Responsibilities
- Provide programmatic and administrative support for the planning, coordination, and implementation of HIV project activities, including trainings, meetings, workshops, field activities, and other project events.
- Coordinate logistical arrangements for project activities and events, including invitations, participant lists, agendas, venues, transportation, accommodation, catering, materials, equipment, and other related requirements.
- Coordinate and communicate with project staff, government counterparts, CBOs, consultants, trainers, participants, and other stakeholders to ensure timely preparation and implementation of project activities.
- Maintain an updated tracker of planned and completed activities, events, field visits, deliverables, deadlines, and follow-up actions, and support timely follow-up with responsible staff and partners.
- Support monitoring of project activities against approved workplans, timelines, and expected deliverables, including participation in field monitoring visits, health facilities, CBOs, trainings, and other activity locations, as required.
- Document and report on activity implementation and monitoring findings, including preparation of meeting minutes, activity summaries, training reports, field monitoring notes, action points, and other project documentation.
- Collect, review, organize, and maintain project information and supporting documentation, including reports, participant records, activity files, project materials, and other documents required for project reporting and deliverables.
- Support travel and administrative arrangements related to project activities, including preparation of travel documentation, purchase requests, justifications, acceptance documents, and coordination with finance, procurement, and operation teams in accordance with FHI 360 policies and procedures.
- Provide logistical and technical support for project communications and meetings, including preparation and dissemination of HIV project materials, presentations, tools, reports, and documentation for project reviews, donor and government engagements, and other stakeholder meetings.
- Participate in procurement selection committees and contribute to the review and evaluation of procurement-related submissions, as required;
- Perform other duties as assigned.
Minimum Qualifications
- Bachelor’s degree in public health, business administration, project management, or a related field.
- At least 3 years of relevant experience supporting project or program implementation, preferably in an NGO, international development organization, public health program, or similar setting.
- Experience supporting the organization of trainings, workshops, meetings, field activities, or other project events is preferred.
- Experience with activity monitoring, documentation, reporting, or project coordination is an advantage.
- Fluency in Tajik and English, both written and spoken, is required. Russian language proficiency is an advantage.
- Strong organizational skills, attention to detail, and ability to manage multiple tasks and deadlines.
- Strong communication and interpersonal skills and ability to work effectively with government counterparts, NGOs/CBOs, consultants, and other stakeholders.
- Proficiency in Microsoft Office applications, particularly Word, Excel, PowerPoint, Outlook, and Teams/Zoom.
- Ability to manage tight deadlines and work independently, take initiative, and follow up on assigned tasks with limited supervision.
- Willingness and ability to travel within Tajikistan approximately 10-15% of the time.
- Position open to Tajik nationals or individuals who have the legal authority to work in Tajikistan.

The expected hiring salary range for this role is TTJS 121,429 to 170,000 for annual basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
