JOB SUMMARY

 

Leads and coordinates regional medical surge, medical countermeasure, and emergency preparedness programs, working with healthcare and community partners to strengthen preparedness and response to public health emergencies.

 

MINIMUM QUALIFICATIONS

 

Bachelor’s degree in Public Health, Health Administration, Emergency Management, Nursing, or related field, plus four (4) years of relevant experience; OR an equivalent combination of education and experience.

 

Preference will be given to applicants with prior supervisory experience.

 

A valid Driver’s License accepted by the State of Utah is required at the time of hire. A valid Driver’s License issued by the State of Utah must be obtained within six (6) months of hire to operate a County vehicle.

 

Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.

 

ESSENTIAL FUNCTIONS

• Plans, coordinates, and manages projects from initiation through completion, including stakeholder coordination, grant alignment, and performance tracking to ensure compliance and achievement of program objectives.
• Supervises staff, including hiring, orienting, training, assigning and reviewing work performance, annual performance appraisals, and discipline.
• Leads the planning, coordination, and implementation of regional medical surge and healthcare preparedness programs.
• Manages program budgets, grants, funding agreements, and related contracts while ensuring fiscal compliance and accountability.
• Oversees the integration of emergency preparedness plans across healthcare systems, jurisdictions, and partner agencies to support coordinated regional readiness.
• Ensures program alignment with the National Incident Management System (NIMS) and applicable public health emergency response frameworks.
• Builds and maintains partnerships with hospitals, healthcare organizations, emergency management agencies, and community stakeholders to strengthen preparedness and response capacity.
• Analyzes program and operational data, develops reports and performance measures, monitors program outcomes, ensures regulatory compliance, and supports continuous quality improvement and emergency response operations as needed.
• Develops, maintains, and evaluates emergency preparedness plans and designs and conducts trainings, exercises, and workshops for internal staff and external partners.
• Provides technical assistance and guidance to partners and stakeholders on preparedness, response, and recovery activities.
• Manages medical countermeasure planning, inventory, and distribution in compliance with federal requirements.
• Facilitates regional coalitions, committees, and workgroups and coordinates with state and adjacent regions to support integrated emergency preparedness and response.

Additional Information

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

 

This position works Monday through Friday, 8:00 AM to 5:00 PM, with occasionally weekend and evening. This position has the possiblity to be hybrid.

 

Work typically performed in office, clinical, warehouse, and field environments.

 

May be required to work extended hours, evenings, and weekends as program and emergency response requires.

 

May be required to perform strenuous movements and lifting during emergency response operations.
