JOB TITLE: LOGISTICS ASSISTANT
TYPE OF CONTRACT: SERVICE CONTRACT, LEVEL 5 (SC5)

DUTY STATION (City, Country): Rumbek, SOUTH SUDAN
CONTRACT DURATION: 12 Months (renewable subject to performance and budge availability)
BACKGROUND AND PURPOSE OF THE ASSIGNMENT
The World Food Programme (WFP) is the United Nations frontline humanitarian agency addressing hunger and malnutrition worldwide. WFP tackles poverty and hunger through a range of interventions: saving lives and protecting livelihoods in emergencies; investing in disaster prevention and mitigation; restoring and rebuilding lives and livelihoods in post conflict or post disaster situations; and other interventions to tackle hunger. Each year, on average, WFP feeds more than 90 million people in over 80 countries.
The WFP South Sudan Rumbek Field Office covers counties in Lakes State, including Rumbek Centre, Rumbek East, Rumbek North, Cueibet, Wulu, Yirol East, Yirol West, and Awerial. (Activities in other parts of Lakes are coordinated with nearby field offices as needed.) Delivery modalities include in kind and cash-based transfers (CBT) food assistance through general distributions for vulnerable populations, provision of school meals and nutrition support, and resilience programmes aimed at livelihoods strengthening and community asset creation.
Lakes State is a region marked by recurring inter communal conflict, displacement, food insecurity, and climate shocks, which continue to challenge humanitarian access and stability. Under the supervision of the national logistics officer, the incumbent will provide specialized support for both in kind and CBT operations in the area of coverage, ensuring efficient, secure, and accountable delivery of assistance to affected populations.
ACCOUNTABILITIES & RESPONSIBILITIES
The incumbent will directly report to Logistics Associate, based in Field Office (FO) Rumbek and is responsible for the below;
General Logistics support
• Provide support to Field Office logistics operations and activities, following standard processes and facilitating, directly or indirectly, the effective delivery of food/cash assistance to beneficiaries.
• Support the coordination of deliveries from ports/warehouses to Final Distribution Points (FDPs) ensuring timely and accurate documentation of food movements.
• Assist with warehouse stock reconciliation between physical and system stock.
• Ensure capturing of real-time transactions for receipts and dispatches in WFP warehouses and that all backlogs that could have accumulated due to unforeseen circumstances are cleared within reasonable time to maintain 100% online data.
• Verify and reconcile Food Release Notes (FRNs) from Programme Unit with existing stock data and update the FRN tracker.
• Ensure STO and SO documents are linked to the correct FRN, activity, and consignee to improve LESS/COMET reconciliation.
• Other related tasks as required.
CBT and Retailer management
• Support overall Retailer Relationship Management: onboarding, contract renewal, performance management.
• Receive, record and verify CBT invoices against supporting documents and assist with retailer performance evaluations; ensure timely transmission for reconciliation.
• Ensure local markets/retailers in CBT locations are adequately supplied to meet beneficiary demand.
• Ensure retailers’ shops/warehouses meet food storage standards and regulations.
• Other related tasks as required.
Last Mile deliveries
• Monitor the LESS last mile dashboard on a weekly basis and follow up with cooperating partners (CPs) to ensure all waybills are scanned in a timely manner, maintaining accurate tracking of dispatched commodities.
• Respond to technical queries and requests from cooperating partners regarding last mile with solution-driven answers.
• Ensure losses are posted correctly by last mile operations in the corporate system (WINGS/LESS).
• Ensure Stock Transfer Orders (STOs) are closed promptly once deliveries have been completed, maintaining accurate inventory records and system reconciliation.
• Ensure cooperating partners (CPs) are well trained on last mile operations and proficient in executing tasks within the LESS system, in alignment with WFP standards and procedures.
• Any other related tasks as required.
QUALIFICATIONS & EXPERIENCE
Required Education:
Completion of secondary school education. A post-secondary certificate in the related functional area, such as Transport Economics, Supply Chain, Logistics, Engineering, Business Management.
Required Experience
• Minimum of 5 years post-secondary experience in humanitarian operations in the field of logistics or supply chain.
• Experience working with supply chain information systems including maintaining data systems, running queries on ongoing shipments, pipeline information, and food stocks.
Desired Experience
• Experience in contract execution, including compiling contract documentation and administering third party service providers’ contracts.
• Experience in Retailer Management, coordination and vendor/contract support and reporting.
• Knowledge of river logistics and supply chain aspects of CBT.
Required Knowledge & Skills
• Analytical skills, ability to produce thorough reports and basic recommendations.
• Strong initiative, coordination skills and ability to work within logistics operations in deep field locations.
• Ability to negotiate with local authorities and other external stakeholders.
• Proficiency in Microsoft package (MS Excel, MS Word, MS PowerPoint)
Languages
• Fluency in both oral and written communication in English and oral communication in Arabic is desirable.
• Knowledge of another locally used language is an advantage.
Remark:
The recruitment / VA will also serve as a roster for the same or lower grade level, possible placement in different duty stations, in case of future operational need.
