Grey Street Consulting, LLC (Grey Street), a leading small business provider of Human Capital operational support services to Federal civilian and defense agencies, is seeking to hire a Recruiting Manager to support our prospective client within the 89th Airlift Wing Recruiting Assessment & Selection Data (RASD). RASD is located at Joint Base Andrews. Candidates need to be agreeable to the possibility of the government returning staff on-site, potentially multiple days per pay period in the future. This position is contingent upon award.
Essential Duties and Responsibilities
The full-time contractor shall be responsible for the Recruiting Program in RASD, managing the Envoy and Hero Programs while accomplishing marketing, advertising, and outreach necessary to continue supporting the demands of the 89 AW manning. The contractor shall perform the following tasks in support of the RASD office:
Envoy Program. The program is designed to develop and empower a select group of motivated aviators to serve as the official recruiting arm for the Executive Mission Aviator (EMA) career field within the 89th Airlift Wing. The purpose is to recruit first term and career Airmen into the 1A1X8 field by informing, mentoring, and motivating exceptional personnel worldwide to become future EMAs, ensuring continued excellence within the community. They will travel to various bases and agencies, leveraging skills in public speaking, logistics coordination, and professional expertise to advance the 89AW manning goals. Envoys will also directly support the wing's priority of manpower acquisition. When RASD expands recruiting for Flight Crew Chiefs (FCCs), they will also be incorporated into the Envoy program and recruitment.
- Manage the selection process for all program envoys.
- Develop, schedule, and administer all required training for envoys.
- Direct and oversee program execution at the installation level.
- Create, review, and approve envoy itineraries.
- Monitor all program-related traffic and communications between envoys, leadership, and base liaisons.
- Establish and maintain a master list of participating bases, timelines, and points of contact.
- Review all After-Action Reports and provide feedback for program improvement.
- Build and maintain an updated program tracker and generate appointment letters.
- Manage the inventory of envoy kits and aircraft recruiting kits for 89 OG aircraft to include procurement and restocking of items. These will be government funded and the contractor will initiate/track requests.
- Order and maintain a stock of recruiting-specific uniforms. These will be government funded and the contractor will initiate/track requests.
- Conduct direct recruiting activities as required.
- Hero Directory Program. This Program is composed of trained volunteers from across the Wing who support EMA (and future FCC) recruiting efforts by serving as the first line of engagement for prospective applicants. Contractors will field phone calls and emails from interested personnel. They will also guide personnel who have been identified as prequalified and interested through the EMA cross-training application process. This will include outreach to qualified but undecided leads to assess interest and provide targeted engagement, as well as contacting personnel who have not completed pre-qualification to determine eligibility and interest-particularly those generated through conferences or other external sources. Other ongoing responsibilities include responding to general EMA career field inquiries using standardized messaging while triaging incoming correspondence to escalate complex or unique cases to RASD staff for follow-up.

- Develop and manage tracking tools and establish operational timelines.
- Oversee the day-to-day operations of the program.
- Manage and execute follow-up actions for higher-scale or complex cases.
MARKETING & OUTREACH
- Create and disseminate all marketing materials, including but not limited to slides, brochures, videos, solicitation messages, flyers, business cards, and QR codes.
- Develop and maintain a network of contacts to ensure effective dissemination of marketing materials.
- Create, propose, and execute marketing strategies. All marketing concepts and deliverables shall be submitted to the COR for review and approval no later than 5 business days prior to the planned dissemination date.
- Serve as the primary Point of Contact (POC) for 89th Airlift Wing Public Affairs (PA) and manage all Wing/Group approval processes for marketing content.
- Design, order, track, and maintain the inventory of all recruiting distribution items (swag). These will be government funded and the contractor will initiate/track requests.
- Track and input all purchase requests for the recruiting program.
- Develop, create, and maintain approved content for all associated online and social media platforms.
STAKEHOLDER & RESOURCE COORDINATION
- Serve as the central coordinator for the Envoy and Hero members, ensuring their requirements are achieved before departing on a recruiting trip.
- Manage all administrative aspects of envoy and hero members.
- Function as the primary liaison for envoy, hero or RASO members for travel, coordinating with the Resource Advisor (RA) to generate and manage orders within the Defense Travel System (DTS) as a Reviewing Official (RO). The members will be responsible for completing their own DTS.
APPLICANT TARGETS AND PERFORMANCE TRACKING
- Recruiting Targets: The contractor shall be responsible for meeting recruiting targets of 250 interest request per board as determined by those requesting access to the application. This should product 80 physical applications (combination of pilot & EMA). With the expectation that the Hiring Board will reduce this to 40-60 selected applicants for interview. Those selected for interview will be excluded from the contractor's metric. The Center of Excellence will produce an additional 35 Non-Prior Service Airmen (NPS) coming from Basic Military Training out of a group of 100 applicants. These NPS airmen are not recruited.
- Performance Measurement: Utilizing post-assessment data, the contractor shall track applicant performance to measure the overall quality of each applicant. This data will be measured against recruitment sources (e.g., location, recruiting event, platform) to provide actionable insights and tailor the 89th's future recruitment efforts.
Requirements
Job Requirements and Experience
- For the Recruiting Manager, qualifications include a comprehensive understanding of marketing and advertising strategies, stakeholder engagement, and content creation, with demonstrated skills in photography and video production to support all recruiting and outreach efforts.
- 2+ years of experience in administrative support, office management, recruiting support, customer service, or a similar coordination-heavy role.
- Demonstrated experience managing calendars, scheduling meetings, coordinating appointments, and resolving scheduling conflicts.
- Proficiency with Microsoft Office tools, including Outlook, Word, Excel, PowerPoint, and Teams.
- Familiarity with AI productivity tools for drafting emails, summarizing notes, organizing information, and improving workflow efficiency.
- HOURS OF OPERATION: The contractor shall perform the services required under this contract during the following hours: 7:30 A.M - 4:30 P.M. Monday through Friday excluding Federal holidays.
- Workload Estimates: The Recruiting contractor will support these hiring boards from ensuring there are applicants. The recruiting contractor will ensure the envoy program can complete one (1) to two (2) trips per week with durations approximately 3-5 days in length for CONUS trips with OCONUS trips up to 7 days.

Program support services to the 89th Airlift Wing/Recruiting, Assessment & Selection, and Data (RASD) office located in the 89th Airlift Wing (89 AW), JB Andrews. All personnel, supervision, and non-personal services necessary to support the planning, execution, and sustainment of the RASD mission. Recruiting, A&S Program Support, Program and Data Management Support.
The C-32A, C-37B, C40B aircraft are military versions of the Gulfstream V/550 (C-37A/B), Boeing 737-800 (C-40B), and Boeing 757-200 (C-32A) commercial aircraft. These aircraft are utilized for the Vice President, First Lady, Secretary of State, Secretary of Defense and Chairman of the Joint Chiefs of Staff, and other senior leaders to all theaters of operation. Due to the unique mission set of the Executive Airlift community and constant demand for airlift, manning is constantly dedicated solely to supporting these missions.
The 89 AW Commander is the hiring authority. For the 89 AW to meet its recruiting, assessment & selection, and data analysis duties of two selectively manned units in the 99 AS and the 1 AS, the 89 AW requires contractor support. The contractor personnel will be an integral part of supporting manning for the 89th Operations Group, who fulfill a no-fail mission supporting critically manned units. They will serve as the primary point of contact for each section, bringing their expertise and continuity to the 89 AW/RASD.
