QUALIFICATIONS
- Associates Degree required, bachelor’s degree preferred
- Minimum of five years of experience with primary responsibility for time and attendance and payroll administration and processing; Healthcare experience preferred.
- Effective written and verbal communication skills.
- Experience working with time and attendance, payroll and HRMS systems (Workday HCRM strongly preferred).
- Experience working with ShiftWizard scheduling systems a plus.
- Experience with processing payroll completely internal. Including all tax filings.
- Fundamental Payroll Certification (FPC) or Certified Payroll Professional (CPP) designation preferred.
- Knowledge of payroll practices for salary, hourly, and per diem personnel.
- Knowledge of state and federal employment laws relating to key areas of responsibility.
- Demonstrated application of financial and internal control concepts with the ability to identify opportunities for improvement, efficiencies, and effectiveness of payroll processes, procedures, and policies.
JOB SUMMARY
The Lead Payroll Administrator oversees all payroll processes and projects within the Payroll Department assuring they are completed accurately and timely. This position is responsible for the administration of the company’s time and attendance and payroll systems. Acts as a liaison for outside agencies as well as all hospital departments. Works with Information Technologies and Human Resources on legislative updates and attends training where required for updates to the payroll system. Works with Human Resources and Fiscal for accurate payroll reporting, quarterly and annual tax filings, and thorough payroll analysis and reconciliation. Assists employees in resolution to problems or conflicts concerning paychecks. Directs work of others in the Payroll Department.
PHYSICAL DEMANDS
- This position requires walking, standing and sitting with the ability to lift/carry and push/pull up to 20 pounds frequently. Occasionally required to lift/carry and push/pull up to 40 pounds.
- This position also requires the ability to bend, squat, balance, reach above shoulder height and twist frequently.
- The ability to touch, see and hear are required continuously with gross grasp and fine manipulation.

ESSENTIAL FUNCTIONS
- Performs all duties required to ensure a smooth and accurate flow of the bi-weekly payroll process.
- Ensure accurate timecards, including auditing timecards completed by managers or designated timekeepers, resolves timekeeping errors or exceptions during payroll processing and ensure compliance with FLSA.
- Provides training to timekeepers on use of time clocks, timekeeping maintenance, and related Hospital policies.
- Stays abreast of all Federal and State regulations, recommends changes as applicable to the timekeeping system.
- Prepare and maintain standard and ad hoc reports, queries, and conduct appropriate audits to ensure data integrity.
- Works closely with IT and HR and assists with system implementations, testing, maintenance and security of timekeeping system.
- Provides consultation for any employee with payroll inquiries or problems.
- Maintains system table files with IT and Human Resources to ensure accurate paychecks as related to changes and policies, including holiday schedule, benefit accruals, pay codes, pay elements, etc.
- Document workflow and work procedures and ensure consistent application within the department.
- Prepares AP check requests, wire transfer/ACH requests and Federal and State tax payments for all payroll related withholdings with supporting documentation, within two days of processing each payroll to ensure timely disbursement.
- Drafts new payroll policies and revises existing policies annually, ensuring compliance with DOL regulations. Monitor compliance with payroll policies to ensure consistent application throughout the hospital.
- Prepares all schedules and reports on monthly, quarterly and yearly basis to coordinate with financial statements and compliance with Federal and State agencies.
- Prepares and files quarterly Federal and State 941’s as well as State unemployment reports within established Federal and State Guidelines.
- Prepares year end W-2’s as well as data transmission and reports to all hospital employees within established Federal and State guidelines.
- Responsible for providing employee wage and hour information to Workers Compensation vendor to ensure accurate benefit computations.
- Responsible timely funding for biweekly benefit vendors.
- Performs Workday updates, building and testing.
- Assists Corporate Accounting and Budget Manager with special projects as needed.
- Tracks and pays severance agreements per policy to ensure ongoing compliance with the severance agreement.
- Assist accounting staff in reconciling payroll liability accounts and solves all problems with payroll vendors pertaining to withholdings and disbursements.
