JOB DESCRIPTION:

Position Summary

Provides operational and clinical leadership for assigned outpatient services to ensure timely access, high-quality evidence-based care, strong client experience, and achievement of service, workforce, quality, productivity, and financial performance expectations. Partners with the Director of Outpatient and Access and other leaders to develop, implement, evaluate, and continuously improve outpatient services. Oversees outpatient supervisors and teams, supports workforce development and clinical quality, and strengthens coordination across Centerstone programs and community partners.

Essential Duties and Responsibilities

• Partners with the Director of Outpatient and Access to develop, implement, monitor, and evaluate outpatient services and makes operational adjustments needed to achieve desired clinical, access, financial, and programmatic outcomes.

• Provides leadership for assigned outpatient locations and services, including access, caseload management, referral flow, productivity, staffing, scheduling, documentation, client experience, and service continuity.

• Monitors outpatient performance indicators, including time to service, referral disposition, caseloads, productivity, census/volume, client experience, documentation timeliness, quality measures, and other established KPIs; develops and implements improvement plans when performance is below target.

• Leads and develops outpatient supervisors and other assigned staff through regular coaching, performance feedback, goal setting, accountability, and leadership development.

• Participates in recruitment, selection, onboarding, retention, and workforce planning for assigned outpatient services; develops coverage strategies for vacancies and other staffing gaps to minimize disruption to client care.

• Ensures appropriate clinical supervision, consultation, and escalation pathways are available and consistently followed in accordance with professional, payer, regulatory, and organizational requirements.

• Oversees referral and intake workflows to support timely disposition, appropriate level-of-care decisions, and effective transitions into and between Centerstone services.

• Collaborates with Quality, Compliance, Revenue Cycle, Finance, Human Resources, Medical Services, Access, and other operational leaders to address barriers and improve outpatient performance and service delivery.

• Reviews service, quality, utilization, client feedback, and outcome data to identify trends and improvement opportunities; ensures corrective or performance improvement actions are implemented and sustained.

• Ensures outpatient services comply with applicable contracts, payer requirements, licensure and accreditation standards, grant requirements, clinical documentation standards, and organizational policies and procedures.

• Supports accurate and timely clinical and billing documentation and ensures staff understand productivity, documentation, authorization, and payer requirements applicable to their services.

• Establishes and maintains collaborative relationships with internal programs, referral partners, community providers, and other stakeholders to improve access, continuity of care, and referral pathways.

• Supports development, implementation, and evaluation of new or expanded outpatient services aligned with community need and organizational strategy.

• Provides clinical or operational consultation and direct service support when necessary based on program needs, qualifications, and assigned expectations.

Supervisory Responsibilities

This position has supervisory responsibilities, which include providing direction, training, coaching, performance feedback, and personnel oversight in accordance with system policies. The position may directly supervise outpatient supervisors, clinicians, and/or other assigned team members.

Knowledge, Skills, and Abilities

• Ability to communicate effectively through written, verbal, in-person, and virtual methods.

• Strong knowledge of outpatient behavioral health operations, clinical service delivery, access, referral management, and continuity of care.

• Ability to lead, coach, develop, and hold leaders and teams accountable for clinical and operational performance.

• Strong clinical judgment, problem-solving, and decision-making skills.

• Ability to interpret operational, financial, quality, and clinical performance data and translate findings into action.

• Knowledge of documentation, payer, regulatory, licensure, accreditation, and quality requirements applicable to outpatient behavioral health services.

• Ability to manage multiple priorities, build effective cross-functional relationships, and lead change in a complex environment.

• Strong customer/client orientation and commitment to timely, person-centered access to care.

Minimum Qualifications

Education

Master's degree in Clinical Psychology, Mental Health Counseling, Social Work, Marriage and Family Therapy, or another behavioral health-related field that meets applicable professional and payer requirements.

Experience

Minimum of four years of behavioral health service experience, including direct clinical service experience and at least two years of supervisory, management, or progressive leadership responsibility in an outpatient or community behavioral health setting.

Licenses and Certifications

Preferred Qualifications

  • Florida clinical licensure as an LCSW, LMHC, or LMFT, or Registered Clinical Social Work Intern, Registered Mental Health Counselor Intern, or Registered Marriage and Family Therapist Intern status, is strongly preferred but not required.
  • Experience leading multi-disciplinary outpatient behavioral health teams and multiple programs or locations.
  • Experience with access management, productivity and caseload oversight, quality improvement, revenue cycle, payer requirements, and performance management.
  • Experience serving individuals across the lifespan, including adults, children, adolescents, and individuals with co-occurring mental health and substance use needs.
  • Experience implementing or sustaining evidence-based practices and measurement-based care in an outpatient setting.

Physical and Work Environment Requirements

Work is performed in an office, clinical, residential, and/or community-based environment depending on role and assignment. The position may involve routine use of office, clinical, or electronic systems and equipment. Duties may require prolonged periods of sitting, standing, walking, and working at a computer. Work hours may include evenings, weekends, holidays, or extended shifts based on program needs. This position is classified as sedentary work. Sedentary work involves exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of the position.

The role may require occasional travel between Centerstone locations and availability outside standard business hours based on operational needs.

Program and State-Specific Requirements (When Applicable)

Additional requirements may apply based on program assignment, work location, or state-specific regulatory or contractual obligations.

• Must maintain all licenses, credentials, training, and competencies required by Florida law, applicable payer requirements, accreditation standards, and assigned programs.

• Must meet applicable requirements for clinical supervision, licensed-practitioner review/signature, and documentation oversight when assigned.
