Description

THE POSITION
Under general supervision, performs complex and skilled installation and repair of modern refrigeration, air conditioning, and heating equipment and related control systems across the Ventura County Medical Center and Santa Paula Hospital.
WHAT WE OFFER

- Bilingual Incentive: Incumbents may be eligible for bilingual incentive depending upon operational needs and certification of skill.
- Educational Incentive: Incumbents may also be eligible for an educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor’s degree, or 5% for completion of a graduate degree for educational attainments not specifically required by the position.
- Standby Premium Pay: Eligible for actual time on call at one-quarter (1/4) of hourly wage or at State minimum wage, whichever is greater.
- Deferred Compensation: Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan.
- Health Plans: Full-time employees are afforded a flexible credit allowance for purchasing medical, dental, and/or vision insurance from a group of authorized plans.
- Flexible Spending Accounts: Choice of participation in the Flexible Spending Accounts which increase spending power through reimbursement of pre-tax dollars for IRS approved dependent care and health care expenses.
- Pension Plan: Both the County and employees contribute to the County's Retirement Plan and to Social Security. If eligible, reciprocity may be established with other public retirement systems, such as PERS.
- Holidays: 13 paid days per year which includes a scheduled floating holiday.
TENTATIVE SCHEDULE
OPENING DATE: September 10, 2026
CLOSING DATE: September 24, 2026 at 5:00 p.m.
- Installs, maintains, repairs and/or operates all refrigeration, air conditioning, and heating, their control systems and related equipment at Ventura County Medical Center and Santa Paula Hospital;
- Coordinates schedules for preventive maintenance and repairs;
- Performs layout work, interprets drawings and schematics, prepares sketches, makes material take-offs and estimates costs;
- Coordinates with Building Maintenance involving other building trades and works with skilled and semi-skilled workers on major installation and repair projects;
- Drives a county vehicle between hospitals to respond to maintenance and facility related issues;
- Transports tools, equipment, parts, and other materials necessary to perform duties between hospitals;
- Climbs and works from ladders and elevated platforms to access, inspect, service, repair, and install equipment;
- Accesses and services rooftop units, equipment, and other elevated HVAC components; and
- Performs other related duties as required.
These are the entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.
EDUCATION, TRAINING, and EXPERIENCE:
Considerable experience in air conditioning and heating installation and repair which has led to the acquisition of the required knowledge, skills and abilities. The required knowledge, skills and abilities may be obtained by:
- Three (3) years of experience at journeyman level in modern refrigeration, air conditioning and heating systems, installation and repairs, OR
- Possession of a certificate of completion from a Community College or trades school in advanced air conditioning
NECESSARY SPECIAL REQUIREMENTS:
- Must be willing and able to perform full range of physical body movements, including kneeling, crouching, squatting, stooping, reaching, twisting, and grasping
- Must possess, or obtain, a valid California driver's license by date of hire and maintain it thereafter
- Ability to lift up to 50lbs.
DESIRED:
- Knowledge of energy management-based computerized system controls and operations
KNOWLEDGE, SKILLS and ABILITIES:
Thorough knowledge of: modern mechanical refrigeration systems, including specialized refrigeration systems for both refrigerators and freezers; modern air conditioning and heating systems (gas, electric, and water heating and cooling systems); chemical treatment for boilers, hydronic cooling and heating systems and cooling towers; control systems used in modern refrigeration, heating, and air conditioning systems; record-keeping; time management in order to complete assigned work/fulfill responsibilities; safety regulations; safe driving practices and traffic laws; and building management systems.
Working ability to: diagnose and repair problems in modern refrigeration, air conditioning and heating systems and their related control systems; lift up to 50 pounds; perform major overhauls to these systems and their components; use and understand reference and technical manuals and interpret complex schematics and drawings; properly and safely use tools and materials of the trade; operate specific office equipment to fill out required forms and establish and maintain machinery history; operate a motor vehicle; and establish and maintain effective working relations with others.

WRITTEN EXAM – 100%: An un-proctored, internet-based, job-related written exam will be administrated the test applicants’ knowledge of Modern Refrigeration, Air Conditioning and Heating Systems Principles for successful performance on the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
Applicants successfully completing the examination process may be placed on an eligible list for up to a period of one (1) year.
