About the London Metal Exchange and LME Clear:

The London Metal Exchange is the world centre for industrial metals trading. Most of the world’s global non-ferrous futures business is conducted on the LME’s three trading platforms totalling $18 trillion, 178 million lots and 4 billion tonnes with a market open interest high of 1.8 million lots in 2024. All trades are cleared and settled by LME Clear.

Participants can transfer or take on price risk against aluminium, copper, nickel, tin, zinc, lead, molybdenum, cobalt, lithium, steel scrap, rebar and hot-rolled coil as well as alumina, aluminium premiums and alloys.

Overall Purpose of Role:

The Onboarding Compliance and Assurance (OCA) team within the Regulation and Compliance Department is primarily responsible for the compliance aspects of onboarding of new business relationships and ongoing due diligence in relation to LME’s core business relationships, including Members, market data customers, warehouse companies and others. 

Responsibilities:

Ensure the compliance aspects of LME and LME Clear’s onboarding process remain fit for purpose and operates effectively, including as the business evolves and in light of relevant regulatory change, tracking the work of the team, allocating work appropriately and ensuring an efficient turnaround of work.  Engage with prospective business relationships alongside Relationship Management, including to confirm LME Group’s expectations concerning the onboarding process. Ensure appropriate customer due diligence ("CDD") is performed for each business relationship, in accordance with procedures in a precise manner, at the outset and on an ongoing basis, liaising with internal stakeholders as necessary and promptly escalating identified issues where required. Ensure the maintenance of a clear, complete and consistent audit trail in line with procedures and provide quality control for junior team member. Manage junior team member, providing sufficient guidance, support and stretch to ensure they contribute appropriately to the success of the team.  Delegate effectively to ensure optimum allocation of work. Contribute to structured memos that accurately and concisely highlight all the relevant factors relating to membership applications & how each membership criteria has been met; emphasising any key discoveries from the due diligence phase and how any risk triggers were mitigated and/or signed off by Compliance. These memos will be presented to the executive committees of LME &/or LME Clear. Ensure creation and review of departmental policies and procedures is carried out accurately and to time. Have a strong knowledge of, and keep abreast of, the compliance and regulatory landscape so that a proactive approach is applied in the event of relevant regulatory change. Identify and consider potential risks to the business and strive to enhance - as necessary - the robustness and efficiency of the on-boarding process to ensure an optimal balance is achieved between protecting the LME Group's reputational interests with that of the commercial interests. Assist in the identification of appropriate on-boarding solutions for other LME Group initiatives. Coordinate the completion of the annual due diligence programme (ADD) for LMEC. Participate and oversee the administration of the LME Group Incentive programmes as required by the business. Any additional tasks that will be required to ensure a consistent service to both internal and external stakeholders is provided by the team.

PERSON SPECIFICATION:

Academic and Professional Qualifications Required:

  • Preferably educated to degree level.
  • Financial services or legal background preferred.
  • Formal certifications in AML/Financial Crime desirable.
  • An understanding of trading, trade processing or the metals industry advantageous.

Required Knowledge and Level of Experience:

  • Excellent knowledge of CDD and KYC requirements in respect of the Money Laundering Regulations and the Joint Money Laundering Steering Group.
  • Strong Anti-Money Laundering knowledge - and how the variance of risks presented may be treated.
  • Thorough understanding of the regulatory landscape in the context of Financial Crime Prevention and the Money Laundering regulations and how these have been applied to the financial services. Comprehensive knowledge of risk factors such as international sanctions and PEPs. Highly experienced user of World-Check One.
