Job Summary:

RSI is seeking a Human Resources Manager to oversee the day-to-day delivery of HR services across the RSI group of companies. This role supports managers and employees through employee relations, talent acquisition, performance management, compliance, workforce planning, HR administration, organizational development, and employee engagement initiatives.

The ideal candidate will bring practical HR experience in a federal contracting or similarly regulated environment.

Key Responsibilities:

• Serve as a primary HR contact for managers and employees within RSI.
• Provide practical guidance on company policies, employee relations matters, and workplace concerns.
• Support operational readiness for project mobilization, staffing changes, and contract transitions.
• Conduct or assist with employee relations reviews and document findings and recommended next steps.
• Support managers with coaching, performance improvement plans, disciplinary actions, and separations.
• Coordinate recruiting and onboarding activities, including position postings, interview support, offer administration, and new-hire integration.
• Administer annual performance review, compensation, promotion, and workforce planning processes.
• Assist employees with benefits and leave questions and coordinate escalations with parent company benefit support resources.
• Maintain accurate employee records, complete HRIS transactions, support data integrity, and prepare timely HR reports.
• Promote consistent application of employment practices and support compliance with applicable federal and state requirements.
• Assist with affirmative action, EEO, I-9, E-Verify, and government contractor compliance activities, audits, and reporting.
• Support employee engagement, training, organizational change, special projects, audits, and continuous improvement initiatives.
• Maintain HR metrics and reporting related to turnover, staffing, compliance, engagement, and workforce trends.
• Manage members of the RSI HR and Recruiting teams

Requirements and Education:

• Bachelor's degree in Human Resources, Business Administration, or a related field, or an equivalent combination of education and relevant experience.
• Eight or more years of progressively responsible HR experience.
• Experience supporting a federal government contractor or a regulated work environment.
• Familiarity with OFCCP, affirmative action, Service Contract Act, or Davis-Bacon requirements.
• Working knowledge of federal and state employment laws and standard HR practices.
• Experience supporting employee relations, performance management, recruiting, workforce planning, onboarding, and HR administration.
• Ability to handle sensitive information with discretion and maintain accurate documentation.
• Strong communication, organization, judgment, problem-solving, and conflict resolution skills.
• Ability to manage multiple priorities and work effectively with employees and managers at different levels of the organization.
• Proficiency with HR information systems and Microsoft Office applications.

Preferred Requirements and Education:

• Experience supporting multi-site or geographically dispersed employees.
• Professional HR certification, such as PHR or SHRM-CP.
• Experience using an applicant tracking system, such as iCIMS or similar.
• Experience supporting HR system integrations is a plus.
