Description

The City of Riverside, Community & Economic Development Department is seeking a dynamic, experienced, collaborative professional Real Property Services Manager (Non-Classified) to lead the Real Property Services Division. The division consists of a team of eight skilled staff who market, list, and negotiate the sale of city-owned properties; manage lease agreements, amendments, and extensions; and acquire necessary property interests to support local, federal and federally funded capital improvement projects. The eligibility list established from this recruitment may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months.

The department is made up of seven divisions, each playing a vital role in serving the community.
Together, our core functions focus on protecting public safety and quality of life, generating critical revenue to support reinvestment, strengthen property values and community stability, and advancing sustainable economic growth.
Under general direction, the incumbent in this role will plan, direct, supervise, and coordinate the acquisition, disposition, valuation, recordation, lease negotiation, displace relocation and property management activities for real property interests of the city; and do related work as required.
For positions indicating a salary range from 1N – 2X, the top 15% of the pay range cannot be offered upon hire or upon an employee promotion.
Duties may include, but are not limited to, the following:
- Plans, organizes, and directs the work of real property agents and clerical staff assigned to the division; selects, trains, and evaluates the performance of staff.
- Administers the division budget and monitors expenditures.
- Manages team performing public agency real estate transactions.
- Examines and interprets information contained in legal descriptions, engineering plans, property maps, and preliminary title reports for the purpose of buying, selling, or leasing real property or property rights for public use.
- Manages Public Works condemnation suits, grants, quitclaims of fee, easement grants and other actions.
- Reviews appraisals to ensure that they include accurate assumptions and are based on appropriate principles.
- Researches property title, minimum value, rental studies, court cases, property rights, and other public and quasi-public records related to real estate transactions.
- Prepares, interprets, and negotiates deeds, easements, concession agreements, leases, licenses, franchise agreements, temporary entry permits, and purchase and sale contracts to be used in the acquisition and disposition of real property or property rights.
- Analyzes financial impact and cost-effectiveness of facilities leased/rented by the City and City properties leased/rented by others; evaluates need for disposal of any excess properties.
- Meets and confers with the public, elected officials, and appointed boards and commissions to present the City's proposals and answer questions related to real estate transactions.
- Advises and recommends actions on real property matters.
- Coordinates work on real property matters with other City departments, government agencies, and the general public to ensure conformance with policies and regulations and to make sure projects are completed on time.
- Confers with City Attorney’s office as needed.
- Maintains records and prepares letters, reports, and general correspondence.
- Manages a team of Real Property Agents and other support staff.
Experience: Five (5) years of increasingly responsible professional administrative experience in the appraisal, acquisition, and management of public property.
