The Los Angeles County Office of Education (LACOE) is seeking an operations leader skilled in financial, administrative, and business functions to apply for the Education Services Operations Manager position. 

Under administrative direction, this position plans, directs, organizes, and internal operational, fiscal, and administrative services for the Curriculum and Instructional Services division. 

The Well Qualified Candidate Will Possess the Following

Knowledge:

  • Principles and practices of business planning, financial modeling, cost analysis, pricing, revenue forecasting, and sustainability planning for entrepreneurial and fee-for-service educational programs and services 
  • Principles and practices for administering complex educational initiatives involving multiple funding sources, contracts, subrecipients, educational partners, and internal organizational units 
  • Principles and practices of budget development, budget administration, accounting, auditing, and financial analysis 
  • Organizational structures and operational needs of educational service programs, including the relationship between programmatic goals, staffing, fiscal resources, contracts, and service delivery 
  • Operational and administrative requirements of educational services and programs, including curriculum and instruction, professional learning, technical assistance, and other programs serving local educational agencies 
  • State and federal education programs, grants, and funding structures, including requirements related to program implementation, fiscal accountability, reporting, compliance, and sustainability 
  • Applicable state, federal, and local laws and administrative regulations for budgeting, forecasting, accounting, auditing, financial reporting, and related systems as they pertain to school accounting 
  • Microsoft Office Word, Excel, PowerPoint and other applicable programs 
  • Fundamental concepts of employment laws, codes, and regulations, including EEO, FLSA, FMLA, and Cal/OSHA and applicable provisions of collective bargaining agreements

  • Cultural Proficiency – Modeling communication and interaction that respects and includes all individuals and their languages, abilities, religions and cultures 

Required Education and Experience

Education: A bachelor's degree in business administration, public administration, education administration, accounting, finance, organizational management, or other field closely related to the job requirements of this classification, from an institution of higher learning recognized by the Council of Higher Education Accreditation. Foreign degrees and credit units require translation and equivalency established by an agency recognized by the Commission on Teacher Credentialing. 

Experience: Five years of experience managing business, fiscal, administrative, and program operations (e.g., budget administration, grants and contracts, compliance, personnel/workforce operations, and organizational systems) in an educational setting, including two years of experience in a supervisory capacity.  

Additional Requirements: A valid California driver’s license and the availability of private transportation or the ability to provide transportation between job sites may be required. 

Selection Process

Candidates who meet the minimum requirements above will be invited to participate in an examination that may consist of a technical project and structured interview.
