The City of Folsom is recruiting for four (4) Wastewater Collection Technicians 0/I/II/III to join the Utilities Department. 2 positions are in the Wastewater Collection Division based at the Folsom Corp Yard at 1300 Leidesdorff Street and 2 positions are in the Utility Maintenance - Wastewater Division based at the Folsom Water Treatment Plant at 194 Randall Drive. 


Under the supervision of the Wastewater Collection Manager or the Utility Maintenance Manager, the Wastewater Collection Technicians 0/I/II/III will perform a variety of semi-skilled and skilled technical duties related to the maintenance and repair of City wastewater maintenance operations, wastewater collection systems, facilities, and related equipment.
 
DISTINGUISHING CHARACTERISTICS
The Wastewater Collection Technician 0 (salary range M38: $55,078.46 - $69,771.74 annually) is the trainee level in the Wastewater Collection Technician class series. Under immediate supervision, incumbents learn and perform duties in the condition assessment, construction and maintenance of pipeline and wastewater services including the testing, overhauling, and repairing of system components. Incumbents in this class have no prior experience in maintenance, construction, or wastewater systems, and/or do not possess any collection system maintenance certifications.  

The Wastewater Collection Technician I (salary range M47: $66,950.63 - $84,811.06 annually) is the first entry level in the Wastewater Collection Technician class series. Under closer supervision, incumbents learn and perform duties in the condition assessment, construction and maintenance of pipeline and wastewater services including the testing, overhauling, and repairing of system components. Incumbents perform the same duties as a Wastewater Collection Technician II, but work with less proficiency and greater supervision and a lower certification level. 
  
 The Wastewater Collection Technician II (salary range M52: $77,513.60 - $98,191.91 annually) is the second entry level in the Wastewater Collection Technician class series, performing the full range of duties at a higher level of independence under general supervision. It is distinguished from the Wastewater Collection Technician III in that the latter receives only occasional instruction or assistance as new or unusual situations arise. 
  
The Wastewater Collection Technician III (salary range M57: $85,448.29 - $108,243.34 annually) is the journey level class in the Wastewater Collection Technician class series, performing the full range of duties at a higher level of independence under general supervision. It is distinguished from the Wastewater Collection Technician III – (A) in that the latter receives only occasional instruction or assistance as new or unusual situations arise. Additionally, the Wastewater Collection Technician III – (A) has specific distinguishable responsibility and work assignments.

Positions in this class are flexibly staffed. At the discretion of the department director, incumbents may be advanced to Wastewater Collection Technician I/II/III provided they meet the required certification and minimum qualifications for the job class.
NOTE: The following are duties performed by employees in this class.  Duties listed are not meant to be all-inclusive.  Other duties may be required as assigned.

• Work with crews raising manholes, repairing sewer manholes, constructing and repairing storm conduits, curbs, gutters, and drainage facilities.
• Assist in mixing concrete and perform necessary masonry work; install, repair and maintain sewer mains and lines.
• Assist in the construction of new sewer connections as well as repair drains and sewer facilities.
• Locate and dig for sewer leaks and assist in making taps and fitting pipe sections.
• Perform scheduled maintenance and operation checks of wastewater pump stations and sewer collection systems.
• Perform scheduled lubrication and cleaning of wet wells, repacking of pumps, and adjustment of packing glands. Perform emergency or seasonally caused response duties in accordance with State regulations; work extended hours including mornings, evenings, and weekends outside of scheduled workday to respond to after hour emergencies.
• Inspect and clean wastewater collection system, storm drains, flood control facilities, and inlets.
• Inspect sewage and storm water lift and pump stations; remove debris; disassemble and clean pumps and perform minor repairs when necessary.
• Respond to service requests from the public relating to various concerns such as stoppages and repairs of sewer mains.
• Operate a variety of sewer cleaners, jet rudders, high pressure washers, portable pumps, blowers, paving breakers, and TV inspection equipment in the inspection, maintenance, and construction of sewer lines and laterals.
• Perform line locating and marking throughout the City for the sewer systems.
• Review plans and specifications to locate and mark lines throughout the City for sewer systems.
• Operate heavy equipment for trenching, pipe laying, and backfilling.
• Use equipment to determine concentration of hazardous gases.
• Observe safety precautions regarding traffic control, sewer entrance, and trenching, excavating, and power equipment operation.
• Participate in the containment and clean up of spills emanating from the collection system.
• Prepare and maintain written records and reports; enter time and materials information into computer system.
• Maintain and use tools, equipment, and materials. 
• Perform other related duties as assigned.

Knowledge of:

• Maintenance, repair, and operation of wastewater pumping stations, sewer collection systems, and wastewater collection operations.
• Methods, techniques, tools, and equipment used in the construction, maintenance, and repair of wastewater collection systems, including pump stations.
• Proper use and maintenance of hand tools, power tools, mechanical and hydraulic equipment.
• Safe work practices and procedures.
• Safe driving principles and practices.
• Confined space entry procedures.
• Basic computer skills.

Ability to:

• Operate specialized equipment and tools used in wastewater collection pump station maintenance, construction, and repair.
• Operate a variety of heavy construction and maintenance equipment including a backhoe.
• Interpret gauges, recording devices, and other monitoring equipment that reflect operations and make appropriate adjustments.
• Perform basic calculations using concepts of basic algebra and geometry.
• Read, analyze, and understand technical procedures of SCADA.
• Perform heavy physical labor for extended periods of time.
• Troubleshoot; identify problems and take the appropriate course of action.
• Perform daily maintenance on trucks and related construction equipment.

WASTEWATER COLLECTION TECHNICIAN 0
 
Education:
Equivalent to completion of the twelfth grade.
 
Experience:
No experience is required. One (1) year of full-time experience in the maintenance, construction, and/or repair of wastewater collections systems is preferred.

 License, Certificate, Registration Requirements: 

• At a minimum, take and pass the Wastewater Collection System Maintenance Grade 1 (G1) exam issued by the California Water Environment Association (CWEA) within twelve (12) months of hire.
• Possession of or the ability to obtain and retain a California Class C driver license by the time of appointment.  Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
• Possession of an Herbicide and Pesticide Applicator Certificate within twelve (12) months of employment.
• A valid California Class B driver’s license with tanker endorsement must be obtained within twelve (12) months of appointment and maintained thereafter, along with a satisfactory driving record.

WASTEWATER COLLECTION TECHNICIAN I
  
Education:
Equivalent to completion of the twelfth grade.
  
Experience:
No experience is required. One (1) year of full-time experience in the maintenance, construction, and/or repair of wastewater collections systems is preferred.  

 License, Certificate, Registration Requirements: 

• Possession of a valid Wastewater Collection System Maintenance Grade 1 (G1) certificate issued by the California Water Environment Association (CWEA).
• Possession of or the ability to obtain and retain a California Class C driver license by the time of appointment.  Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
• Possession of an Herbicide and Pesticide Applicator Certificate within twelve (12) months of employment.
• A valid California Class B driver’s license with tanker endorsement must be obtained within twelve (12) months of appointment and maintained thereafter, along with a satisfactory driving record.

WASTEWATER COLLECTION TECHNICIAN II
  
Education:
Equivalent to completion from the twelfth (12th) grade. 
  
Experience:
Two (2) years of full-time experience in the maintenance, construction, and/or repair of wastewater collection systems. Three (3) years of experience is preferred. 
  License, Certificate, Registration Requirements:

• Possession of a valid Wastewater Collection System Maintenance Grade 2 (G2) certificate issued by the California Water Environment Association (CWEA).
• Possession of or ability to obtain and retain a California Class C driver license by the time of appointment. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
• Possession of an Herbicide and Pesticide Applicator Certificate within twelve (12) months of employment.
• Possession and maintenance thereafter of a valid California Class B driver’s license with tanker endorsement, along with a satisfactory driving record.

WASTEWATER COLLECTION TECHNICIAN III
  
Education:
Equivalent to completion from the twelfth grade. 
  
Experience:
Three (3) years of full-time experience in maintenance, construction, and/or repair of wastewater collections systems. Four (4) years of experience is preferred.
    License, Certificate, Registration Requirements:

• Possession of a valid Wastewater Collection System Maintenance Grade 3 (G3) certificate issued by the California Water Environment Association (CWEA).
• Possession of or ability to obtain and retain a California Class C driver license by the time of appointment. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
• Possession of an Herbicide and Pesticide Applicator Certificate within twelve (12) months of employment.
• Possession and maintenance thereafter of a valid California Class B driver’s license with tanker endorsement, along with a satisfactory driving record.

Physical Requirements:
Primary functions require sufficient physical ability and mobility to work in a field environment; to walk, stand, and sit for prolonged periods of time; to frequently stoop, bend, kneel, crouch, crawl, climb, reach, twist, grasp, and make repetitive hand movements in the performance of daily duties; to climb unusual heights on ladders; to lift, carry, push, and/or pull moderate to heavy amounts of weight up to 50 lbs; to operate assigned equipment and vehicles; and to verbally communicate to exchange information. Vision: See in the normal visual range with or without correction. Hearing: Hear in the normal audio range with or without correction.
  
Working Environment:
Work is performed in an outdoor field environment in inclement weather conditions; exposure to noise, unpleasant odors, chemicals, and other environmental substances;  work in or around water; travel to and from various job sites; exposure to hazardous traffic conditions.

Other Requirements:
Wastewater collection system functions are 24 hours a day, 365 days a year operation. All employees in this class must be willing and able to work shifts, weekends, holidays, overtime, and standby duty as determined by the city.
