Job Description Summary

Enterprise Community Development (ECD) is a leading affordable housing developer in the Mid-Atlantic Region and among the largest non-profit owners of affordable housing in the country. With more than 120 communities serving approximately 23,000 residents across Maryland, DC, Virginia, and Pennsylvania, ECD has tested and scaled multiple approaches to reduce energy costs, improve resilience, and deliver long-term value for residents and properties. The company’s business units include its Residential property management team of more than 400 professionals, Asset Management, Finance/Accounting, Development, and the Office of the President. In order to support our residents in their efforts to build resilience and upward mobility, many properties owned and operated by ECD include robust resident services.

ECD integrates clean energy and resiliency across its affordable housing portfolio and new development pipeline. To date, ECD has developed more than 3.3MW of clean energy assets operating across 12 properties with another 3.7MW of projects in financial close. In 2026, we are expanding our renewable energy focus beyond our immediate property portfolio to co-develop more than 4.5MW off-site solar projects. The Clean Energy Asset Manager will work alongside the Clean Energy Development Manager as well as Sr. Director and Director of Clean Energy to oversee a growing portfolio of projects in operation. Job Description

This position also involves dual responsibilities and close collaboration with colleagues including Property and Asset Management staff, Accounting, Design and Construction Management, and with third-party consultants such as legal and tax professionals. Primary responsibilities are focused on the operational, contractual, financial, and reporting oversight requirements of ECD’s clean energy assets in operation. For ECD properties located in jurisdictions with Building Energy Performance Standards (BEPS) requirements, additional responsibilities include oversight of property level utility benchmarking, reporting to government agencies on energy performance of buildings and goals required, and sign off on all reports issued to the government agencies. The Clean Energy Asset Manager will work closely with ECD Property and Asset Management staff to conduct and/or coordinate energy audits at ECD properties and to develop site-specific energy improvement plans to lower utility expenditures.


Responsibilities:

  • Oversee day-to-day performance, compliance, and reliability of ECD’s solar, battery storage, and EV charging assets, including monitoring results, identifying issues, coordinating corrective actions, and supporting continuous improvement.
  • Lead or coordinate energy audits, utility benchmarking, BEPS-related reporting, and site-specific energy and water improvement plans to reduce operating costs and meet regulatory requirements.
  • Develop and manage asset budgets, forecasts, financial reports, revenue tracking, OPEX/CAPEX analysis, and lender/investor reporting in partnership with Accounting, Finance, and senior Clean Energy staff.
  • Manage key contracts and vendor relationships, including PPAs, O&M agreements, utility/off-taker relationships, service providers, equipment manufacturers, renewals, amendments, maintenance, and repairs.
  • Maintain compliance with applicable local, state, federal, utility, market, environmental, permit, and reporting requirements, including Better Climate Challenge goals and relevant energy performance standards.
  • Analyze project economics, PJM market conditions, asset performance data, and operational risks; maintain related databases, dashboards, and reports; and recommend strategies to optimize revenue, performance, and resilience.
  • Serve as a primary asset-management contact for internal teams, investors, lenders, utilities, regulators, vendors, and other stakeholders, coordinating across property management, asset management, development, engineering, and construction teams.

Qualifications

  • Bachelor’s degree in Engineering, Renewable Energy, Real Estate, Business, Finance, or a related field.
  • Five to seven (5–7) years of demonstrated professional experience in renewable energy asset management, project management, green building development and/or operations; experience with solar, battery storage, EV charging, or multifamily/affordable housing assets preferred.
  • Strong understanding of renewable energy technologies, grid operations, energy markets, regulatory compliance, utility benchmarking, and building energy performance requirements.
  • Demonstrated financial management skills, including budgeting, forecasting, financial analysis, performance tracking, and use of Excel or similar tools; proficiency with Microsoft Word and PowerPoint required.
  • Excellent analytical, problem-solving, communication, and relationship-management skills, with the ability to coordinate across internal teams, vendors, lenders, investors, utilities, and regulators.
  • Ability to create, manage, and track operational improvement measures and key performance indicators; identify strategies to improve asset performance; and travel to project sites and stakeholder meetings as needed.
  • Certified Energy Manager (CEM) certification preferred.

  • The base salary range for this role is $100,000/year to $122,000/year depending on level of skills and experience. The salary range represents the low and high end of what may be paid for this position. It is not typical for an individual to be hired at or near the top of the pay range, and compensation decisions may be influenced by a variety of factors, including skills, qualifications, experience, and location.
