SCOPE/CONTACTS:  The Bank Secrecy Act (BSA) Officer is responsible for coordinating the development, implementation, and administration of all aspects of the corporate-wide Bank Secrecy Act (BSA) Compliance Program. This position monitors compliance with state and federal anti-money laundering laws and regulations such as the Bank Secrecy Act (BSA), USA PATRIOT Act, Anti-Money Laundering (AML), and OFAC.  The incumbent will interact daily with Chief Compliance Officer, BSA staff, and branch personnel and/or other departments as needed. Excellent communication skills are necessary.


MINIMUM QUALIFICATIONS: Accounting, Finance, or Business degree and five years banking experience with a minimum of three years in BSA required. CAMS designation required. Previous supervisory experience in BSA is beneficial and regulatory compliance knowledge is essential. Knowledge of bank operations is a must. Other requirements include extensive computer skills with an emphasis in Excel and Word, ability to meet deadlines, work independently and adapt to changing priorities, good follow through, attention to detail and strong documentation skills.  Incumbent must have strong research, analytical and problem-solving skills. Must have strong writing skills and be able to translate complex situations into easily understood narratives.  Must have the ability to handle delicate and/or sensitive situations and be able to use and apply basic principles, theories, and concepts. 


ESSENTIAL FUNCTIONS: The incumbent will be responsible for:

  

  • Overseeing all aspects of the Bank’s Bank Secrecy Act (BSA), Anti-Money Laundering (AML) program.
  • Providing subject matter expertise and support to the FFTAM BSA program, when needed.
  • Coordinating and assisting in the administration of examinations, audits, and other engagements.
  • Coordinating responses to regulatory BSA-AML examinations and audits and actions taken to ensure deficiencies are corrected.
  • Making recommendations to the Chief Compliance Officer and senior management when and where appropriate.
  • Maintaining proficient knowledge of the rules and regulations, including but not limited to, the Bank Secrecy Act (BSA), USA Patriot Act, and OFAC.
  • Working with operations units to investigate transactions that are suspicious in nature.
  • Submitting Suspicious Activity Reports.
  • Monitoring and tracking BSA-AML high-risk customers and accounts.
  • Managing exempt person filings for CTR purposes.
  • Understanding government regulations with particular emphasis on the Bank Secrecy Act and related regulations.
  • Addressing regulatory changes that impact the business units. Assisting business units in implementing processes necessary to comply with regulations. 
  • Performing regulatory research in response to business unit compliance inquiries, projects, and changes while communicating effectively with management. 
  • Performing analysis of BSA related data to draw conclusions about the level of compliance throughout the enterprise. Performing routine monitoring to determine the extent of compliance with regulations, laws, policies, and procedures.
  • Communicating the results of monitoring to department managers and senior management, follows-up to ensure issues are addressed, escalates issues.  
  • Assisting Business Units in performing Risk Assessments.
  • Developing and maintaining BSA related policies and procedures.
  • Compiling and submitting regulatory data such as the OCC’s MLR.
  • Preparing reports for the board’s Risk Committee
  • Developing training programs as needed.
  • Actively participating in the Customer Service First program, support the values of the organization, and follow established policies and procedures.
  • Performing other duties as assigned.
