CIRI is seeking a Program Manager – TPS Services to lead a new program supporting individuals and families who have lost Temporary Protected Status (TPS). This is an opportunity to combine strong program management and staff supervision with meaningful, hands-on work supporting immigrant families as they navigate changing circumstances and work toward stability and self-sufficiency.


Based in our Bridgeport office, the Program Manager will supervise two Case Managers and oversee the day-to-day delivery of services. This program is a special collaboration with CIRI’s legal services team, allowing clients to receive coordinated support that addresses both their legal and social service needs.



What You’ll Do

In this role, you will:

  • Lead the day-to-day operations and implementation of CIRI’s TPS services program.
  • Supervise, coach, and support two Case Managers through regular supervision, case consultation, feedback, and professional development.
  • Monitor caseloads, client services, documentation, program data, and progress toward grant goals.
  • Help staff navigate complex client situations, service barriers, referrals, and professional boundaries.
  • Build relationships with community organizations, government agencies, service providers, and other partners serving immigrant communities.
  • Identify gaps in services and develop referral resources and partnerships to better meet client needs.
  • Coordinate closely with CIRI’s legal services and other internal programs to connect clients with available resources.
  • Support outreach and community events throughout assigned areas in Connecticut.
  • Step in to provide direct client support when complex or urgent situations arise.
  • Help identify emerging needs, program challenges, and opportunities to strengthen services.

What We’re Looking For

We’re looking for someone who can lead people, manage a program, build strong community partnerships, and keep the needs of clients at the center of the work.

Qualified candidates will have:

  • A bachelor’s degree in social work, human services, psychology, sociology, public health, international studies, nonprofit management, or a related field; equivalent relevant experience may be considered.
  • At least three years of experience in case management, human services, immigrant services, or a related field.
  • Supervisory, program coordination, or program management experience strongly preferred.
  • Experience working with immigrant, vulnerable, or underserved communities strongly preferred.
  • Strong organizational skills and the ability to manage competing priorities, deadlines, documentation, and program requirements.
  • Strong communication, problem-solving, and relationship-building skills.
  • The ability to coach and support staff while also maintaining accountability and program standards.
  • Comfort working with databases, Microsoft Office, and other technology platforms.
  • A valid U.S. driver’s license, automobile insurance, and reliable transportation for travel within Connecticut.
  • The flexibility to occasionally work outside regular business hours based on program or client needs.

Fluency in French, Spanish, or Haitian Creole is a plus.


Salary: $55,000


About the Work

This position is based in Bridgeport, CT and requires occasional travel to other Connecticut communities to support staff, clients, outreach activities, and community partnerships. Approved work-related mileage is reimbursed in accordance with CIRI policy.
