Site Construction Quality Manager
Pharmaceutical Construction | Lebanon, Indiana | On-Site
Position Overview
FST Technical Services is seeking an experienced Site Construction Quality Manager to support a major pharmaceutical construction project in Lebanon, Indiana.This individual will be responsible for the day-to-day leadership, oversight, and execution of the construction quality program across the project site. The Site Construction Quality Manager will work closely with project leadership while providing quality oversight of general contractors, subcontractors, vendors, and trade partners to ensure construction activities are performed in accordance with approved drawings, specifications, project quality requirements, applicable codes, and established procedures.
This is a highly visible, field-focused leadership position requiring someone who can effectively manage quality across multiple contractors and disciplines while maintaining strong relationships with construction management, engineering, contractors, and client stakeholders.

Key Responsibilities
- Lead and manage the day-to-day site construction quality program across active project areas.
- Provide oversight of GC, subcontractor, vendor, and trade quality programs and verify compliance with project requirements.
- Establish clear expectations for quality performance and hold contractors accountable for meeting project quality standards.
- Coordinate quality activities across civil, structural, architectural, mechanical, piping, HVAC, electrical, and instrumentation/control disciplines.
- Review contractor Quality Plans, Inspection and Test Plans (ITPs), work packages, inspection procedures, checklists, and supporting documentation.
- Monitor field construction activities to verify compliance with approved drawings, specifications, codes, standards, and project requirements.
- Lead or participate in quality meetings with project leadership, contractors, subcontractors, engineering, and other stakeholders.
- Manage and track nonconformance reports (NCRs), deficiencies, corrective actions, punch-list items, and quality observations through resolution and closeout.
- Identify recurring quality issues and work with construction teams to determine root causes and implement corrective and preventive actions.
- Monitor contractor inspection activities and ensure required hold points, witness points, testing, and documentation are completed appropriately.
- Review inspection records, material documentation, turnover packages, test reports, and other quality records for completeness and accuracy.
- Ensure quality issues are identified and addressed early enough to minimize rework, schedule impact, and downstream commissioning or turnover issues.
- Coordinate closely with Construction Management, Engineering, Commissioning, Validation, and project controls teams as required.
- Provide regular reporting on quality performance, open issues, NCRs, trends, risks, and contractor performance to project leadership.
- Support system and area turnover by ensuring construction quality documentation and outstanding deficiencies are appropriately resolved.
- Promote a proactive "quality built in" culture rather than relying solely on inspection after work has been completed.
- Serve as a primary site resource for construction quality expectations, issue escalation, and contractor accountability.
Required Qualifications
- 7+ years of construction quality, QA/QC, construction management, or related experience on large-scale industrial construction projects.
- Previous experience in a Quality Manager, Site Quality Manager, Construction Quality Manager, QA/QC Manager, or similar leadership position.
- Demonstrated experience overseeing quality activities performed by general contractors, subcontractors, and multiple construction trades.
- Strong knowledge of construction quality processes including inspections, ITPs, NCRs, corrective actions, punch lists, turnover documentation, and quality reporting.
- Ability to interpret engineering drawings, specifications, P&IDs, construction documents, and applicable codes and standards.
- Experience coordinating quality activities across multiple technical disciplines.
- Strong field presence with the ability to identify issues, communicate expectations, and drive resolution.
- Demonstrated ability to work effectively with construction management, engineering teams, contractors, subcontractors, and client representatives.
- Strong organizational, documentation, communication, and leadership skills.
- Ability to manage multiple priorities in a fast-paced, large-scale construction environment.
Preferred Qualifications
- Previous experience supporting pharmaceutical, biotechnology, life sciences, semiconductor, advanced manufacturing, or other highly regulated construction projects.
- Pharmaceutical/GMP facility construction experience strongly preferred.
- Experience with mechanical/process piping, HVAC, electrical, instrumentation, CSA, and equipment installation quality programs.
- Familiarity with construction turnover, commissioning, qualification, and validation interfaces.
- Experience with electronic construction/quality management systems such as Procore, Autodesk Construction Cloud, Bluebeam, or similar platforms.
- Relevant quality certifications such as ASQ, CQM, AWS, ASNT, or other discipline-specific credentials are a plus but not required.
Leadership Expectations
The Site Construction Quality Manager must be capable of operating as the day-to-day quality leader in the field. This position requires someone who can build productive relationships with contractors while still maintaining accountability and enforcing project quality requirements.The successful candidate will be proactive, highly visible on the project site, comfortable addressing difficult quality issues, and capable of escalating significant concerns when necessary. The objective is not simply to document deficiencies - it is to prevent quality issues, reduce rework, protect the project schedule, and ensure construction is completed correctly the first time.
Physical Requirements
- Walk and stand for extended periods throughout an active construction site.
- Navigate stairs, ladders, uneven surfaces, and partially completed construction areas.
- Wear required personal protective equipment (PPE).
- Occasionally lift and carry materials or equipment weighing up to approximately 25 pounds.
- Work indoors and outdoors in varying environmental and weather conditions.
- Access construction areas as required to observe work and perform quality oversight.
