Description
Work for the IMF. Work for the World.
The Control Unit of the Finance Department (FIN) is seeking a Finance Officer. The unit monitors and assesses FIN’s control environment, including IT controls, and reports on internal controls and operational risks affecting financial operations. It monitors Fund-wide risk, control, and IT developments relevant to FIN; supports the implementation of financial policies in the Fund’s core banking software and other financial systems; and manages IT projects with a focus on controls and risk mitigation. Its mandate also covers business continuity and other Fund resilience programs, control assessments of key financial transactions, spreadsheet control reviews of financial data included in Board papers, and innovation and automation initiatives.
The successful candidate will combine financial, risk, and IT expertise to address complex issues involving people, processes, and technology, working independently and collaboratively across FIN and other departments.
Under the general supervision and guidance of the Advisor, the successful candidate will:
- Manage assigned areas of the Control Unit’s mandate, independently and as part of a team.
- Coordinate FIN’s quarterly risk-event reporting process, including collection, review, classification, consolidation, quality assurance, and timely submission of risk events.
- Support the Control Unit’s oversight of assigned FIN applications, enhancements, and incidents.
- Lead risk and internal control assessments and reviews of control procedures, working closely with FIN divisions and other departments.
- Lead process improvement initiatives within FIN and across departments that work with FIN, promoting best practices in financial operations, corporate governance, and internal controls.
- Manage medium- to large-scale IT projects, integrating risk mitigation and controls into project delivery, and contribute to FIN’s systems strategy and roadmap.
- Investigate, analyze, advise on, and resolve control and system issues.
- Assess the implications of new financial policies for systems and controls, translate policies into system configuration requirements, and support implementation.
- Research, plan, and implement innovation and automation initiatives using tools such as robotic process automation (RPA), Microsoft Power Apps, automated workflows, and artificial intelligence (AI), building on existing initiatives and introducing new approaches.
Qualifications
Candidates must have a graduate degree in economics, finance, accounting, business administration, IT, or a related field, or a professional finance certification (such as CPA, CA, or CFA), supplemented by a minimum of four years of relevant work experience. Alternatively, a minimum of two (2) years of experience in a related position at Grade A10, or equivalent, is required. In addition, candidates should bring a combination of the following skills and experience:
- A strong background in finance, accounting, internal control evaluation, or IT controls, with the ability to apply this expertise to complex financial systems and practical business needs.
- A strong background and experience in project management, including stakeholder engagement, project reporting, and preparation and management of project budgets.
- Experience in IT system implementation, including requirements definition, testing, change management, and integration, together with experience in process improvement and familiarity with innovation tools for operations and reporting.
- Knowledge of IT systems beyond the end-user level. Experience with financial systems, particularly Oracle Flexcube, is an advantage, along with experience with business intelligence, data extraction (e.g., SQL), data management tools, RPA, and reporting.
Candidates should have strong oral and written communication, analytical, and problem-solving skills. They should be able to manage competing priorities under tight deadlines, adapt quickly to new subject matter, and work collaboratively and diplomatically with colleagues from a range of professional backgrounds.
