M17 - Business Analyst

Job Overview

We are seeking a Data Manager / Business Analyst to support the development and management of an enterprise data hub that integrates datasets from multiple sources.

The successful candidate will bridge business and technical requirements, working closely with business users, data owners, technical teams and external stakeholders to identify data needs, coordinate data acquisition and integration, and establish effective data governance processes.

This role focuses on ensuring datasets are accurate, reliable, interoperable, secure and accessible for analytics, reporting and digital applications.

Key Responsibilities

Business Requirements & Data Analysis

• Engage stakeholders to understand business use cases, identify data requirements and translate them into clear technical specifications.
• Analyse datasets, attributes and relationships to identify opportunities for integration and improved analytical use.
• Collaborate with technical teams to define data models, schemas and requirements for dashboards, analytics tools and applications.

Data Acquisition & Integration

• Manage the dataset lifecycle, including acquisition, preparation, integration, maintenance, access management and decommissioning.
• Coordinate with data owners to establish data-sharing arrangements, standardise definitions and maintain regular updates.
• Work closely with Data Engineers to develop and maintain data pipelines and resolve data integration issues.
• Maintain data inventories, dictionaries, metadata and technical documentation.

Data Governance & Quality Assurance

• Implement data governance processes to ensure data accuracy, completeness, consistency and security.
• Establish data quality checks, monitoring procedures and issue resolution workflows.
• Ensure data access, sharing and usage comply with organisational and applicable government policies.
• Develop and continuously improve data management standards and procedures.

Stakeholder Management & Coordination

• Act as the key point of contact for data requirements, quality issues and data management matters.
• Coordinate with business users, technical teams and external stakeholders to ensure successful data integration.
• Facilitate discussions to resolve data dependencies, inconsistencies and conflicting requirements.
• Monitor and report progress on data acquisition, integration, quality and utilisation.

Data Strategy & Continuous Improvement

• Support the development and implementation of data management strategies.
• Prioritise datasets based on business requirements and potential value.
• Identify opportunities to improve data interoperability, accessibility and operational efficiency.
• Evaluate emerging data management technologies and recommend improvements.

Requirements

• Degree in Information Systems, Data Analytics, Computer Science, Geography, Urban Planning or a related discipline.
• Relevant experience in data management, business analysis, data analytics or related roles.
• Strong understanding of data modelling, metadata management, data governance, data quality and data lifecycle management.
• Ability to translate business requirements into functional and technical specifications.
• Strong analytical, problem-solving and stakeholder management skills.
• Experience coordinating multiple workstreams and collaborating across technical and business teams.
• Excellent communication, documentation and organisational skills.

Preferred Qualifications

• Experience working with government agencies, geospatial information or planning-related datasets.
• Proficiency in SQL, Python, R or similar data analysis tools.
• Experience with Power BI, Tableau or other business intelligence platforms.
• Understanding of ETL/ELT processes, APIs, automated data pipelines and data integration.
• Exposure to Azure, AWS, Databricks or other cloud-based data platforms.
• Familiarity with data governance frameworks, data-sharing practices and public-sector policies.
• Professional certifications such as Certified Data Management Professional (CDMP) would be advantageous.
