The Work Unit: 

The Colorado Childhood Lead Poisoning Prevention Program (CCLPPP) is under the direction of the Deputy Director and supports primary and secondary prevention strategies for childhood lead poisoning prevention and surveillance. The purpose of this program is to develop surveillance capacity to aid in preventing, and ultimately, eliminating childhood lead poisoning as a major public health problem in Colorado. The program encompasses a wide range of public health activities, including case surveillance through laboratory test reporting, data management and system improvement, partnership and stakeholder engagement, community care coordination, enhanced analysis to identify at-risk geographies and populations, and targeted outreach and prevention strategies for those at highest risk for lead poisoning. The program performs outreach and prevention strategies, including in-home environmental investigations to identify sources of lead when test results indicate high blood lead levels (BLLs).  The program is responsible for ensuring blood lead testing and reporting, enhancing blood lead surveillance, improving linkages to recommended services and developing policies for targeted, population-based interventions with a focus on community-based approaches for lead hazard elimination. CCLPPP responsibilities include sustaining a statewide Lead Advisory Committee, maintaining a blood lead surveillance system that tracks all blood lead test results and follow-up data on children with elevated blood lead levels including environmental source investigations and referrals to recommended services, conducting analyses of surveillance data to identify lead-exposed children, high-risk populations, and geographic areas, and partnering with programs and organizations that provide services to mitigate the effects of elevated blood lead levels. 

What You Will Do: 

The purpose of this position is to serve as a nurse case manager within CCLPPP. In this capacity, this position provides consultation and education to clinics and providers related to blood lead testing and reporting and provides blood lead testing to children and adults across the state. Additionally, this position provides caregivers with health education to reduce lead exposure, and notifies clinicians of exposure sources found during investigations. This position also provides guidance to local public health agencies and clinicians related to reporting requirements and how data is used to provide follow-up services, and educate others in the environmental investigation requirements and follow-up process. This position applies quality control measures and evaluates data for compliance with regulations, requirements, and engages reporters to achieve and maintain compliance. 

Key Responsibilities: 

  • The role involves collaboration with various stakeholders to develop and implement strategies that enhance the quality and impact of education and outreach activities, improve blood lead testing and reporting rates. 

  • Provide direct blood lead testing to children and adults through community-based testing activities and train program staff to preform blood lead testing procedures. 

  • Following an established protocol, process elevated blood lead level (EBLL) results from weekly surveillance. 

  • Applies methods/ processes to determine whether data meet overall quality goals and defined quality criteria for individual values. 

  • Responsible for contacting submitters of the data to resolve any data errors or erroneous entries. The goal of data quality assessment and control is to ensure the generation.

Minimum Qualifications:

NOTE: An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.

Experience Only:

Six (6) years years of professional experience in public health nursing, community health nursing, nursing, healthcare clinic management, or a related field.


Or


Education and Experience:

A combination of related education from an accredited institution such as a BSN, Healthcare Administration and Management, or another closely related field And/or two (2) years of professional experience in public health nursing, nursing, healthcare clinic management, or a related field to equal six (6) years.

PREFERRED QUALIFICATIONS:

In addition to the minimum requirements, the successful candidate in this position will have the following highly desirable experience and competencies:  

  • Relevant years of State service contribute to a candidate's position-related knowledge, skill, ability, behavior or other posted competency should be considered as a preferred qualification and given weight under the process.

  • Previous experience working in a pediatric or family medicine clinical setting as a registered nurse or a medical practice manager, knowledge of clinical protocols related to blood lead testing and follow-up, and experience communicating complex health information to clinical and non-clinical audiences.

  • Keen attention to detail, with an ability to analyze facts, data, and evidence to arrive at a logical conclusion.

  • Self-motivated, with the ability to work well independently as well as in/with a team


CONDITIONS OF EMPLOYMENT: 

  • A pre-employment background check will be conducted as part of the selection process.

  • TRAVEL:  Yes, travel with in-home investigators and the program manager. Some overnight stays are required.

  • Valid Colorado drivers license required.

  • Requires the use and operation of state fleet vehicle.
