The Town of Lantana allows for hiring at a maximum rate of up to 25% above the minimum range for the position based on education, experience, valid proof of certification(s), and trainings above the minimum requirements.
This position will be 25 hours per week.
JOB SUMMARY
This is a highly responsible professional planning and administrative position requiring considerable independent judgment, technical expertise, and leadership in municipal planning, zoning, and development review activities.
The Planning and Zoning Administrator serves as a senior advisor to the Development Services Director and assists in the day-to-day operational coordination of the Planning and Zoning Division and Building Division. The position independently conducts and evaluates development reviews, manages complex planning initiatives, coordinates floodplain management activities, conducts and facilitates drainage-related reviews with consulting engineers, and ensures compliance with applicable federal, state, and local laws, regulations, and adopted plans and codes.
This position provides professional guidance and operational coordination to departmental staff; however, supervisory authority and personnel management responsibilities remain with the Development Services Director.
The incumbent serves as a technical resource for staff, elected officials, developers, consultants, residents, and outside agencies while helping advance the Town's short and long-range planning, redevelopment, and economic development objectives.
ESSENTIAL FUNCTIONS

Responsibilities during emergencies may differ from normal responsibilities.
Incumbent may be required to carry a cellular phone and provide availability during emergencies.

- Under the direction of the Director, assists in the day-to-day coordination and administration of Planning and Zoning Division activities.
- Reviews and evaluates development applications and building permits for compliance with applicable planning, zoning, and development regulations and makes final determinations on approval or denial when appropriate.
- Provides technical guidance and professional support to Planning, Zoning, Code Enforcement and Building Division staff.
- Reviews and evaluates development applications, including site plans, variances, special exceptions, plats, rezonings, comprehensive plan amendments, etc., for compliance with applicable regulations and requirements.
- Reviews development proposals for consistency with the Town Comprehensive Plan, Land Development Regulations, zoning requirements, and applicable state and federal regulations.
- Conducts technical review and prepares written recommendations on planning and zoning matters.
- Assists in identifying department process improvements and operational efficiencies.
- Conducts and coordinates floodplain development reviews to ensure compliance with FEMA regulations, National Flood Insurance Program requirements, Florida Building Code provisions, and Town ordinances.
- Coordinates drainage, stormwater, and flood mitigation reviews with the Town's consulting engineers and other technical professionals.
- Monitors changes in applicable state laws and regulations and updates the City’s planning, zoning, and land development codes as necessary to ensure compliance with new statutory and regulatory requirements.
- Prepares staff reports, technical memoranda, presentations, ordinances, resolutions, and policy recommendations for the Director’s approval.
- Coordinates agenda preparation and board support materials for the Planning Commission, Zoning Board of Adjustment and Appeals, and other boards as assigned.
- Attends evening meetings as necessary and presents planning recommendations to advisory boards and Town Council.
- Coordinates with Palm Beach County, state agencies, regional planning organizations, and other governmental entities.
- Assists in maintaining and updating the Town Comprehensive Plan and related implementation strategies.
- Conducts research, data analysis, and preparation of demographic, land use, housing, economic, and development trend reports.
- Assists with redevelopment, community revitalization, and economic development initiatives.
- Assists with public outreach efforts and stakeholder engagement activities.
- Represents the Town at professional meetings, conferences, workshops, and intergovernmental committees as assigned.
- Performs other related duties as assigned.
- Extensive knowledge of planning, zoning, growth management, and land development principles and practices.
- Thorough knowledge of Florida planning and growth management laws.
- Knowledge of municipal land development review procedures.
- Knowledge of comprehensive planning, redevelopment, and economic development strategies.
- Ability to interpret architectural plans, engineering reports, drainage studies, legal descriptions, surveys, and development applications.
- Ability to analyze complex planning and development issues and formulate practical recommendations.
- Ability to coordinate effectively with consulting engineers, developers, design professionals, regulatory agencies, and community stakeholders.
- Strong written and verbal communication skills.
- Strong organizational, project management, and problem-solving abilities.
- Ability to establish and maintain effective working relationships with elected officials, employees, citizens, developers, consultants, and governmental agencies.
- Ability to work independently while managing multiple priorities and deadlines.
- Bachelor's Degree from an accredited college or university in Urban and Regional Planning, Public Administration, Geography, Community Development, or closely related field.
- A minimum of ten (10) years of progressively responsible professional planning experience, including substantial experience in municipal planning, zoning administration, development review, and comprehensive planning.
- Certification by the American Institute of Certified Planners (AICP)
- Experience in Floodplain management is highly desirable
