Description
The Applications Development Senior Programmer Analyst is an intermediate level position responsible for participation in the establishment and implementation of new or revised application systems and programs in coordination with the Technology team. The overall objective of this role is to contribute to applications systems analysis and programming activities.
Responsibilities:
- 1\. End-to-End (E2E) Technical Delivery & Development
- Take end-to-end ownership of complex development deliverables: evaluate business requirements, formulate technical specifications, create detailed designs, and write high-quality, maintainable code.
- Drive tasks related to feasibility studies, effort/time estimation, risk assessment, and implementation planning for new product features and system enhancements.
- Actively participate in the construction, build, automated testing, and CI/CD deployment pipelines, ensuring features transition smoothly into production for business adoption.
- Provide post-implementation monitoring, hypercare, and Level 3 (L3) technical support, ensuring system stability and rapid resolution of operational/functional defects.
- 2\. Architecture Alignment, Code Quality & Standards
- Ensure all developed solutions adhere to overall enterprise architecture blueprints, secure coding guidelines, and industry best practices.
- Implement robust unit, integration, and contract tests (TDD/BDD) to achieve high test coverage and deliver continuously improved product quality.
- Actively participate in peer code reviews, enforce coding and testing standards, and provide constructive feedback to elevate overall codebase quality.
- Identify performance bottlenecks and implement optimization techniques across Java application services and database queries.
- 3\. Technical Guidance & Team Collaboration
- Serve as a technical advisor and mentor to mid-level and junior developers, guiding them on design patterns, framework standards, debugging, and best coding practices.
- Collaborate closely with the Technical Lead/Scrum Master, Product Owners, Business Analysts, and Quality Assurance (QA) engineers within an Agile/Scrum framework.
- Act as a Subject Matter Expert (SME) on application functionality, integration points, and core capabilities for internal and external technical stakeholders.
- Operate with a high degree of autonomy and independent judgment, proactively managing tasks and dependencies with minimal supervision.
- 4\. Risk Management, Security & Governance
- Recommend and implement robust security measures and defensive coding practices across APIs, user interfaces, and data persistence layers.
- Drive proactive identification and remediation of security vulnerabilities (Snyk, Checkmarx, SonarQube) in accordance with Citi's secure SDLC policies.
- Appropriately assess risk when business and technical decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients, and assets.
- Adhere to corporate governance, change management procedures, and compliance standards, escalating control issues with transparency.
- Recommended Qualifications:
- 5–8+ years of professional software engineering and systems analysis experience in enterprise Java applications.
- Proven track record as a Senior Individual Contributor (IC) driving complex features and modules from requirement analysis through production deployment.
- Hands-on experience in working within an Agile/Scrum environment with globally distributed teams.
- Experience in systems analysis and programming of software applications
- Experience in managing and implementing successful projects
- Working knowledge of consulting/project management techniques/methods
- Ability to work under pressure and manage deadlines or unexpected changes in expectations or requirements
Education:
- Bachelor’s degree/University degree or equivalent experience

Technical Competencies
- Strong Core Java & Spring: In-depth knowledge of Core Java (concurrency, multithreading, collections, memory management) and the Spring ecosystem (Spring Boot, Spring Batch/Integration).
- Full-Stack Proficiency: Solid working experience with modern frontend technologies including JavaScript/TypeScript and React.js workflows.
- Database Expertise: Strong hands-on SQL and data modeling skills across relational databases (Oracle 19c) and NoSQL document databases (MongoDB).
- Automated Testing & CI/CD: Hands-on experience writing automated unit/integration tests and working with modern CI/CD build and deployment pipelines (Docker, OpenShift, Jenkins/GitHub).
Domain & Interpersonal Skills (Desirable)
- Experience within Financial Services, Banking, Capital Markets, or Securities Services (Custody, Funds, Clearing, or Reporting/BI Platforms).
- Familiarity with financial messaging protocols and file transfer standards (SWIFT ISO 15022 / 20022, FIX, sFTP, NDM).
- Strong problem-solving, analytical, and interpretive thinking capabilities.
- Clear and concise written and verbal communication skills with the ability to articulate technical solutions to cross-functional partners.
- Demonstrated ability to work effectively under tight deadlines with high resilience and accountability.
