Leader of Technical Program Manager

Function/Department: Information Technology / PMO

Reports to: Chief Information Officer

Location: Chandler, AZ | Fully on-site

FLSA: Exempt

Job Summary

PacSci EMC is seeking a Leader of Technical Program Management to establish and lead a technical Program Management Office (PMO) supporting enterprise transformation and ongoing business operations across our sites. Reporting directly to the Chief Information Officer, this hands-on leader will build the processes, templates, governance and reporting needed to deliver complex initiatives with clear accountability and measurable business results.

The role combines direct program execution with people leadership, initially managing one direct report. The portfolio includes ERP, AI and data platform initiatives, site expansion, and other technical and functional projects. This leader will personally develop schedules, analytics and execution routines, partner with business and technology sponsors, and help teams resolve risks, competing priorities and resource constraints.

Responsibilities

  • Establish and scale PMO processes, templates, governance, documentation and operating cadences across technical transformation and operational projects.
  • Lead and develop an initial team of one direct report, building team capability as portfolio needs evolve.
  • Build and maintain integrated program schedules and portfolio roadmaps; manage scope, dependencies, critical paths, risks, issues and change control.
  • Assess demand and delivery capacity, identify resource constraints, and recommend priorities and sequencing to improve execution across concurrent projects.
  • Partner with project sponsors and functional leaders to define scope, delivery commitments, resource plans, budgets and business outcomes; share accountability for quality, timeliness and financial performance.
  • Partner with the ERP implementation provider’s PMO to coordinate internal deliverables, maintain accountability and anticipate delivery risks.
  • Provide PMO leadership for Palantir and related AI/data initiatives, coordinating schedules, capacity allocation, dependencies and implementation readiness.
  • Coordinate technology milestones for site expansion and other strategic initiatives, including savings, growth and operational improvement programs.
  • Build relationships across Planning, Buying, Manufacturing Operations, Factory Management, Engineering, Supply Chain and IT; influence action and resolve competing priorities without direct authority over participating teams.
  • Facilitate decision forums, executive updates and program reviews; secure clear decisions, action owners and due dates, and communicate risks with practical recommendations.
  • Personally develop dashboards, scorecards, analytics and workflow improvements that support portfolio visibility and timely action, using Microsoft tools or comparable platforms.
  • Define and track measures for milestone completion, schedule and budget performance, delivery capacity, sustained adoption and realized business benefits; use findings to drive continuous improvement.
  • Support business cases, ROI analysis and investment decisions in partnership with sponsors and relevant stakeholders.
  • Coordinate vendors and implementation partners, clarify technical requirements, challenge delivery assumptions and hold providers accountable for commitments.
  • Engage directly with manufacturing teams and support technology implementations on the factory floor to understand operational needs and resolve implementation issues.
  • Promote adherence to internal governance, cybersecurity and applicable compliance requirements; engage technical specialists when additional expertise or decisions are needed.
  • Lead organizational change and stakeholder engagement to support successful implementation and sustained use of new processes and technologies.

Initial Priorities and Success Measures

  • Within the first 90 days, establish foundational PMO templates, portfolio visibility, governance and recurring execution cadences in active use.
  • Build actionable delivery plans across ERP, Palantir and site expansion initiatives, with clear milestones, owners, dependencies and resource needs.
  • Improve milestone completion and delivery predictability while enabling teams to manage concurrent work more effectively.
  • Establish practical measures for schedule, budget, adoption and realized business benefits, including a mechanism to verify expected savings.
  • Create reliable execution visibility and proactive problem resolution that allow the CIO and functional leaders to spend more time on strategy and team development.

Required Qualifications

  • PMP certification.
  • 8+ years of project or program management experience in manufacturing, supply chain, digital transformation, enterprise systems or comparable complex operational environments.
  • Demonstrated experience personally establishing or substantially building PMO processes, governance, templates and execution routines.
  • Proven delivery of complex, cross-functional technical initiatives, including hands-on ownership of schedules, risks, dependencies, resource planning and project financial tracking.
  • Direct proficiency with project management tools and demonstrated experience personally building dashboards, analytics or workflow improvements that drive decisions and measurable results.
  • Practical technical understanding of enterprise applications, infrastructure, networking and cybersecurity sufficient to interpret requirements, identify risks, question vendors and engage appropriate specialists.
  • Strong problem-solving and analytical skills, adaptability, customer focus and a demonstrated ability to lead change in an evolving environment.
  • Ability to influence across functions and organizational levels, drive decisions, and establish clear accountability without relying on direct authority.
  • Clear, pragmatic executive communication; strong listening skills, receptiveness to feedback, self-awareness and a collaborative approach balanced with decisive action.
  • Ability to work fully on-site in Chandler and support implementation activities in an energetics manufacturing environment.

Preferred Qualifications

  • Bachelor’s degree, preferably in a technical discipline.
  • Experience with Microsoft Project and the Microsoft 365 ecosystem, including Teams, Power BI and Power Automate; comparable platform experience is transferable.
  • Experience in aerospace, defense, biopharma or other regulated manufacturing environments.
  • Experience managing programs involving Palantir Foundry, enterprise data platforms, AI or automation.
  • Experience leading M&A integrations, new-site buildouts or site expansion programs.
  • Exposure to Lean practices and demonstrated continuous improvement using meaningful performance measures.
  • Familiarity with government contracting and compliance requirements, including FAR/DFARS and DCAA.
