DEFINITION:
Under direction, designs, configures, builds, and maintains computer networks, operating systems, servers, and related hardware and software; analyzes current network architectures in order to design and implement improvements for increased functionality and reliability; performs ongoing network and server administration and maintenance tasks; and performs related work as required
DISTINGUISHING CHARACTERISTICS:
This is a journey-level classification responsible for designing, planning, implementing, and maintaining the Court's computer network infrastructure, including physical and virtual servers, operating systems, WiFi portals, and server/network applications which includes maintaining network firewalls, routers, and switches, administering the e-mail system, and providing technical support to Court staff. Positions at this level perform the full range of duties as assigned, working independently, and exercising judgment and initiative. Incumbents receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.
- Assumes responsibility for designing, developing, monitoring and maintaining the integrity of networks, servers, and databases upon which the Court relies for uninterrupted business and management operations.
- Designs, configures, and builds, a diverse range of network systems including Local Area Networks (LANs) and Wide Area Networks (WANs) on physical and cloud-based platforms; collects network and server requirements; analyzes network architecture; designs solutions using best practices.
- Performs ongoing network maintenance duties; monitors network infrastructure and performs maintenance check-ups for all Court locations including remote locations; reports issues and tracks historical information.
- Performs ongoing network monitoring and administration duties; maintains functions and features to optimize system availability; designs system commands and protocols to maintain network systems; relocates data for optimal performance; designs and implements testing routines to identify and resolve conflicts and potential operating malfunctions; determines and implements Active Directory permissions; installs server software and peripheral network equipment and devices.
- Administers network security protocols and measures to maintain the integrity of network system operations; monitors firewalls and other security services to ensure they are working efficiently; identifies security issues and designs potential solutions; recommends and implements changes.
- Performs ongoing server and associated components management, monitoring and maintenance including physical servers, virtual servers, routers, switches, and power supplies; maintains systems for optimal space management and system utility; uses a variety of tools to ensure that security patches, updates and new software are properly installed.
- Designs and performs advanced switch and router configurations and interconnections; troubleshoots, and resolves malfunctions with networked systems, operating platform/database interfaces, servers, configurations, and related equipment such as connections, switches.
- Performs backup and restore duties to ensure optimal performance and recovery time; ensures that all system records and documentation are archived.
- Develops and maintains a variety of technical documentation for network system policies and procedures, including network topology, service accounts, passwords, patch panels, storage assignments and related materials; creates how-to guides and training documentation for team members.
- Serves as a project manager on assigned projects; conducts research to determine and design effective solutions for assigned projects; estimates time and resources needed for assigned projects; develops schedules, documentation and specifications for assigned projects; monitors the work of consultants and vendors to ensure compliance with Court plans and specifications; ensures assigned projects are completed within timeline.
- Stays current with new technology; researches and recommends new emerging technologies to fulfill Court or user needs.
- Attends and contributes to a variety of department, team and project related meetings.
- Performs other duties as assigned.
Licenses and Certifications:
- Possession of, or ability to obtain, a valid California Driver's License by time of appointment.
- Cisco Certified Network Professional (CCNP), CompTIA Network+, VMWare Certified Professional, or similar professional certification is desirable.
- Principles and practices of information technology network administration, network security policies and procedures, backup procedures, and information systems pertaining to Court departments.
- Network systems analysis and troubleshooting principles and procedures.
- Computer hardware and software applications, including network essentials, peripheral equipment, virtual network platforms, and network security.
- Design, operations, properties, and capabilities of networks and network cabling.
- Operating characteristics, capabilities, and limitations of computers and related peripheral equipment.
- Pertinent Federal, State, and local laws, regulatory codes, ordinances, and procedures relevant to the area of assignment.
- Research techniques, methods, and procedures.
- Technical report writing practices and procedures.
- Principles and procedures of recordkeeping and reporting.
- Modern office practices, methods, and computer equipment and applications related to the work.
- English usage, spelling, vocabulary, grammar, and punctuation.
- Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and Court staff.
Ability to:
- Analyze complex network practices and operations and develop effective solutions.
- Troubleshoot and diagnose specific problems with the network, computers, and associated equipment.
- Provide recommendations on new or existing network and computer hardware and software systems.
- Perform complex diagnostic and technical service.
- Operate, install, maintain, configure, and troubleshoot a variety of highly technical computer equipment and peripherals.
- Perform difficult computer information system network installation, repair, and maintenance work.
- Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
- Interpret, apply, and ensure compliance with Federal, State, and local policies, procedures, laws, and regulations.
- Research, develop, and recommend cost-effective technical system improvements.
- Prepare and maintain accurate and complete records, clear and concise reports, and technical documentation.
- Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.
- Operate modern office equipment including computer equipment and specialized software applications programs.
- Use English effectively to communicate in person, over the telephone, and in writing.
- Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
- Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
Physical Requirements: Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various Court locations and sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 40 pounds with the use of assistive equipment.
Work Environment: Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
