Contracting Specialist
Future Opportunity
CSEngineering is seeking a Contracting Specialist to join our growing team! This role will provide on-site, non-personal advisory and assistance services to a federal contracting squadron, supporting procurement, solicitation, negotiation support, and contract closeout workloads. The ideal candidate has hands-on federal/DoW operational contracting experience, strong knowledge of the FAR/RFO and DAF contracting policy, and the ability to prepare accurate, review-ready acquisition documents.
JOB RESPONSIBILITIES
- Provide advisory, analytical, administrative, and document-preparation support across the acquisition lifecycle. All work is advisory only and is submitted to the Government Contracting Officer for review, determination, and signature.
- Prepare, coordinate, route, track, and maintain draft contract modifications, administrative changes, option-exercise documentation, and closeout files.
- Draft acquisition contract packages and project packages (SOW, IGCE, etc.), market research, and acquisition strategy documents.
- Update squadron procurement, milestone, and fiscal year-end trackers daily or on any status change.
- Use CON-IT, KT File Share, PIEE, SAM.gov, CPARS, and FPDS to draft, review, and maintain acquisition records under Contracting Officer direction.
- Attend procurement coordination meetings, capture minutes, and prepare briefing materials within 48 hours of each meeting.
- Research past procurement records on NIPRNet to provide contracting history and pricing insight for active requirements.
- Participate in Multi-Function Teams and Performance Management Teams. Coordinate with base mission partners, vendors, and contractors to clarify requirements and maintain milestones.
- Support surge workloads during fiscal year-end closeout (Aug 15 – Sep 30) and overtime when approved.
- Comply with the RFO/FAR, DFARS/DAF supplements, and AFGSC and local contracting policy. Protect CUI, Privacy Act, and nonpublic information.
- Do not negotiate, award, sign, or make official determinations on behalf of the Government.
- Perform other duties as assigned.
REQUIRED QUALIFICATIONS
- Bachelor's degree or higher from an accredited institution, with at least 24 semester credit hours in Accounting, Business, Finance, Law, Economics, Contracts, or Management.
- Minimum of two (2) years of federal/DoW operational contracting experience in construction, services, or commodity procurement, including at least two of the following:
- Developing acquisition strategies
- Preparing solicitation documents
- Performing proposal analysis
- Assisting with modifications
- Preparing contract closeout files
- Professional certification such as NCMA CFCM/CPCM or DAU CON course equivalents.
- Proficiency in Microsoft Office and Adobe, and the ability to learn CON-IT and PIEE.
- Ability to drive a personal or employer-owned vehicle to multiple job sites on base.
- Must complete mandatory DoD training (Cyber Awareness, Antiterrorism Level I, OPSEC, Records Management).
PREFERRED QUALIFICATIONS
- Experience with Air Force or AFGSC contracting offices, and with CON-IT and KT File Share.
- Experience supporting construction contracting, including design/build or closeout-heavy workloads.
- Experience with market research, IGCE preparation, and SOW/PWS development.
- Existing active Position of Trust or higher clearance.
